16. "Regional medical advisory committee" means a group of five or more physicians, and one or more non-voting individuals representative of each of the following: hospitals, basic life support providers, advanced life support providers and emergency medical services training sponsor medical directors approved by the affected regional emergency medical services councils.

17. "Advanced life support first response service" means an organization which provides advanced life support care, but does not transport patients.

18. "EMS program agency" means a not-for-profit corporation or municipality designated by the state council and approved by the affected regional council or councils to facilitate the development and operation of an emergency medical services system within a region as directed by the regional council under this article.

19. "Operator" means any person who by reason of a direct or indirect ownership interest (whether of record or beneficial) has the ability, acting either alone or in concert with others with ownership interests, to direct or cause the direction of the management or policies of an ambulance service or advanced life support first response service.

20. "Mutual aid agreement" means a written agreement, entered into by two or more ambulance services or advanced life support first response services possessing valid ambulance service or advanced life support first response service certificates or statements of registration, for the organized, coordinated, and cooperative reciprocal mobilization of personnel, equipment, services, or facilities for back-up or support upon request as required pursuant to a written mutual aid plan. An ambulance service and advanced life support first response service may participate in one or more mutual aid agreements.

21. "Primary territory" means the geographic area or subdivisions listed on an ambulance service certificate or statement of registration within which the ambulance service may receive patients for transport.

welll maybe the new administration will do good....especially if alll 'dem goons are gone.....new and fresh look coming....and It will seem to be a long time

until then....not the DEMS....but new blood...

you really aren't surprised by nikki delova are you? getting her off the ROTTENdam town board was a blessing. And if dirty harry helped that to happed....hurray!! So much for her speech on how she moved to ROTTENdam to give her son a better life and attend a better school.....because she just l-o-v-e-d the town!! Ya....right?

ND was a thorn in the side of all......she was not a people person at all.....her tone and behavior of how she

talked down to town's people from the dias was a disgrace....anything that came out of her dialogue to be

nice ...just didn't do it for a lot of folks......

Good luck ND......take some voice lessons and stop throwing your hair around with your head motions..

it's annoying and shows some lack of confidence.....

Scare tactics a success for Rotterdam GOP
I feel it necessary to clarify the issue with REMS [Rotterdam Emergency Services].

The Republican Party, through the leadership of Chairwoman Tracy Donovan, sent out a mass mailing and made a robo call on Election Day in an effort to scare the citizens of Rotterdam, especially the elderly. Both the mailing and telephone calls were patent lies as they urged voters to vote Row “B” (the Republican Party) to save REMS. They even had the gall to imply that if the Republicans were not voted in, no one would come when Rotterdam residents called 911.

As a result, all Democrat-endorsed candidates lost. The Republicans’ behavior in the 2013 election was absurd and offensive. Joe Villano, Rick Larmour and Larry Lamora (the Republicans who won as a result of these scare tactics) had nothing to do with saving REMS. In fact, current board members Bob Godlewski, Nicki DiLeva and Mike Viscusi, none of whom are Republican, saved REMS!

Rotterdam lost a lot of good people and are stuck with three liars who intimidated the Rotterdam voters to victory.

Shame on you, Rotterdam Republicans!

Submitted by response to todays letter in the Daily Gazette from the TOR Dem Committee person! UNBELIEVABLE!

I’d like to take an opportunity to respond to a recent letter in the Daily Gazette titled “Scare Tactics a Success for Rotterdam GOP” written by Sheila Schaninger. The letter highlights the recent issue of the Rotterdam EMS contract and the election in the town that followed the decision by two members of the board to disband the paramedic program and in turn attempt to rid the town of REMS as well. Ms. Schaninger places the blame of the election results on the hands of the GOP for “scare tactics” instead of where it really belongs, with Mr. Buffardi, and Mr. Calder! The ill planned attack on the towns paramedic program and REMS was the straw that broke the camels back with residents. While I have sympathy for Ms. DeLeva I feel she was thrown under the bus and made to be the sacrificial lamb of a plan derived by Mr. Calder to take care of his son in law and grand daughter who both work for Mohawk Ambulance service over what the residents who elected them wanted. While Mr. Buffardi & Mr. Calder made baseless claims of vandalism by REMS employees and residents, and called the action of REMS supports “stupid” and “A dis-service to themselves” they themselves used all their scare tactics, and intimidation skills to silence people while using town employees to dig up dirt on REMS. It wasn’t Mr. Villano, and Mr. Lamour who broke the NYS Municipal Law by allowing Mohawk to occupy and work out of the Senior Citizen Center at taxpayers expense, all the while filling Mr. McPartland’s(Mohawk Ambulance service owner) pockets, it was Mr. Buffardi, and Mr. Calder. All done behind the town boards back, without approval, and under the usual “Rotterdam cloak of secrecy”. While they brought shame upon themselves and the Rotterdam Democratic party, the residents along with the bi-partisan support of Mr. Villano (R), Mr. Lamour (R), and Assemblyman Santabarbara(D) fought to keep the residents voice heard, and secure their future and health safety by ensuring the service of REMS. If there is any finger pointing by the town democrats, it should be right at them selves. The town will do well being served by men and women who remember that they serve the residents, and not their own personal agendas. There is more than enough shame to go around in the most recent disgusting display of politics in Rotterdam, all Ms. Schaninger needs to do is pick up her share!
