Kirvin Government Center, Town Hall, 1100 Sunrise Boulevard, Rotterdam, New York 12306 upon adoption of a Proposed Local Law of the Year 2011 for the following purpose: Adopt Ordinance No. One (1) of the Year 2011 to replace Ordinance No. One (1) of the Year 2006 regarding schedule of fees to include the Police Department, Town Clerk, Water and Sewer, Parkland fees and Highway Department. 311.10 Call for a public hearing to be held on Saturday, January 1, 2011 at 1:00 p.m. at the John F. Kirvin Government Center, Town Hall, 1100 Sunrise Boulevard, Rotterdam, New York 12306 for the following purpose: To amend Chapter 107 of the Code of the Town of Rotterdam entitled “DOGS” to establish Licensing requirements. 312.10 Authorize the Supervisor to execute a contract between the Town of Rotterdam, acting on behalf of Rotterdam Fire Protection District No. 1, and the Plotterkill Volunteer Fire Company, Inc. for the furnishing of fire protection, consisting of manpower and firefighting equipment for the prevention and extinguishments of fires in and for Rotterdam Fire Protection District No. 1, at a proposed annual contract amount of $37,000.00 commencing January 1, 2011 and renewing annually each January 1st for four (4) succeeding calendar years. 313.10 Authorize the Supervisor to enter into an agreement between Schenectady County Department of Economic Development and Planning, to provide that certain municipal planning and zoning actions are of local, rather than inter-community or county-wide concern and are best handled at the local municipal level without referral to the county planning agency. 314.10 Authorize the refinishing of hard wood floors in the Painting room located at the Rotterdam Senior Citizens Center in an amount not to exceed $1,463.00. The funds have been donated from the estate of Sally Hahn line item # A2705-2705.00, Senior out-reach program. 315.10 Authorize the purchase of assorted items to be used at the Rotterdam Senior Citizens Center in an amount not to exceed $1,795.82. The funds must be completed before December 31, 2010 as stated in the court order. 316.10 Authorize and direct the Comptroller to appropriate to the Sewer District Number 2 Fund, unrestricted fund balance (S2-599) in an amount not to exceed $175,000.00 in the 2010 budget. 317.10 Authorize the Town Attorney to enter into a Settlement Agreement in the matter of Goodnow vs. Town of Rotterdam Index # 2010-1505 Article 7 tax proceeding for the tax year 2010. 318.10 Authorize the Town Attorney to enter into a Settlement Agreement in the matter of Baker vs. Town of Rotterdam Index # 2009-1676, 2010-1755 Article 7 tax proceeding for the tax year 2010. 319.10 Award the bid opened on November 3, 2010 to PCI Distributors Inc., 360 May Avenue, Schenectady, New York 12306 for “Police Vehicle Maintenance” for the Police Department for a two (2) year period commencing January 1, 2011 through December 31, 2012. Why are they planning on calling for a hearing on a Saturday afternoon when all other meetings are held on Wednesday nights (unless it's an emergency and they don't want to hear from the people, like has happened before).
There's always a meeting on 1/1. This is the meeting where they swear in the new board members and do whatever else is necessary to get the year started. There's the same type of meeting each year.
The resolutions regarding Dog Licensing and fees ... are needed because of the State's decision earlier this year to end the Department of Agriculture and Markets involvement in Dog Licensing in the State of New York.
If you recall -- in late August and early September 2010 -- I posted that a change in the local law and the local fee schedule would be necessary. Fee schedules are usually updated at the January 1 meeting of the Town Board --- but the local law change could have and IMHO should have been dealt with earlier this Autumn.
Basically the local law changes will be adding necessary language to the local law ..in light of the state amending the state law regarding dog licensing.
