Man arrested for Unlawful Surveillance in RotterdamBy Nick Fusaro Published: November 29, 2015, 7:37 pm panczner ROTTERDAM, NY (NEWS10) – Saturday, November 28th, Rotterdam Police responded to a call from a resident who located images and video on a cell phone that appeared to have been taken secretively through a bedroom window. The caller recognized the subject in the pictures and video as being her next door neighbor. Rotterdam Police were able to figure out that the owner of the phone was 25-year-old James C. Panczner of 2780 Hamburg Street in the Town of Rotterdam. Panczner was found and taken into custody for Unlawful Surveillance in the 2nd degree, a Class E Felony. He was arraigned before Honorable Jason Frament and was remanded to the custody of the Schenectady County Sheriff’s department in lieu of $10,000 bail or $25,000 secure bond.
