1) Even though one or both of the buildings was inspected the day before, that didn't mean that there was time to fix any violations that may have been found. Furthermore, it has long been known that certain landlords will drag out their response to code violation citations then change ownership on a building which forces the municipality to start at square one again in the code violation enforcement process. I don't know if that is the case with either of these two building but I don't think we should be so quick to point fingers at the city's building inspectors.
2) Both of those buildings are quite old so I am not sure if they were required to have sprinkler systems or may have been "grand-parented" in because of their age. In my brief research, I have discovered that state regulations for sprinkler systems and other fire safety regs are, actually, of rather recent (last couple of decades or so) vintage. And it seems likely that a building built 75 or more years ago would not fallen under those much newer regulations.
Then the laws should be amended. Or isn't someones life not worth it. One of Gov'ts functions is to help protect it's citizenship (think seat belts). One can (via law) be technically right, but moraly wrong. What would be the justifiable reason to not retro fit these bldgs? Does anyone know if Proctors has sprinklers? They are an over 75 year old bldg. Built in the 20's? Answers please.

BTW -- just curious -- how many here would voluntarily install sprinkler systems in their homes? - the state legislature is considering mandating them in all new construction. Would you voluntarily put a sprinkler system in your older home even though the law would only require them in new houses?

That just requires bold-faced notice in the lease as to whether the property has a fire sprinkler system or not. There has been talk of actually requiring all newly constructed houses to have a fire sprinkler system.

if the buildings exits were not functioning either broken or on purpose, so that every human can make an effort to save themselves then definitely the owner is at fault.....
