I must ask what the hell are they using right now to fill in the potholes, it sure doesn't look like blacktop and it looks as if its shrinking? A few holes they repaired on Nott Terrace a few days ago are basically sunk back in.

Yup. just loose granular tarvia that doesn't bind...so basically a bunch of small black pebbles. I've seen it used successfully if it's sprayed into the hole and then torched wit basically a flamethrower. Doing that gives it some binding, but again, only for short term use.
