In many cases Gov't jobs are already taken. Only reason for posting is to fulfill the legal requirement of posting. Usually someone is "in mind" before the posting. But we already knew that.
that's the sadness ...all other REAL qualified applicants are left out....only ONE is chosen ( and has the position) as a favor for someone else...A E I O
