Check Title VII on recruiting based on race.  Imagine seeing a job posing in the paper that says "Person of Caucasian Background Preferred".  How fast would Jessie Jackson and Al Sharpton be outside your company's door?

What employment actions are prohibited by Title VII?  

Title VII prohibits race and color discrimination in every aspect of employment, including recruitment, hiring, promotion, wages, benefits, work assignments, performance evaluations, training, transfer, leave, discipline, layoffs, discharge, and any other term, condition, or privilege of employment. Title VII prohibits not only intentional discrimination, but also practices that appear to be neutral, but that limit employment opportunities for some racial groups and are not based on business need.

So every company in the world is in violation according to you!
How is any of this different than GE or any other company going to
India or Mexico or any other country to recruit employees for their
US operations (moving them to US and pay all associated expenses
including the work Visa, travel, accommodations stipend, etc.) IT
HAPPENS EVERDAY and is not discriminatory!

It depends, are companies going into Mexico and India in search of a specific race of people within that country, or are all races in those countries eligible to apply?

So is it ok to recruit by stating "people of Caucasian background preferred"?

As someone in the field I have to say Cicero is right here if the actual job posting and/or job descriptions stated they were looking for one race and/or ethnic group over another, that would be discrimination. If they stated they were looking for someone Bi-Lingual it would not be discrimination, just another skill required for the position. I would at the same time be surprised if that actual language would be in either the job posting and/or job description, as the cities HR person/people should know better.

Better Rotterdam...may be that is your understanding, and I won't disagree with you,
BUT I have seen the postings both internal and external.  They know how to word it to avoid issues.
I've also been told when I was hiring people for open positions that I was to "favor" certain
ethnic backgrounds, etc.

But back to original issue of "going into Hispanic neighborhoods" to solicit employees....

there is nothing illegal about it.  Same scenario as I have given example of...companies
recruiting in foreign countries.

As for Government laws....
(1) interesting that Sissy decided this is a valid law, considering he doesn't
agree with obeying the law (as he has stated previously).  He picks and chooses which
laws HE feels apply.
(2) law against discrimination, as Sissy has pointed out, is contradictory of the
rules set down about employment and schooling  by the government.  Can't discriminate,
but your employee diversity must be made up of a minimum of "people of color", and
the Government gives you points (i.e. tax credits/breaks) for meeting those goals.
More breaks for women, disabled, military, military w/combat, etc.

Joke around work for awhile was if you were a Woman of Black and Native American ancestry, had served in the military,
fought in a war and were disabled as a result, you could name your price!!!!

If a Caucasion, African American, and Hispanic all held the bilingual qualification, you are suggesting that the Hispanic is hired over the rest because it's the company's "preferred" race?  Man JOEY, your company is walking on a tightrope with regards to discriminatory hiring practices.

I used GE as an example, but do not know their specific practices. I know practices of my

I hope whoever told you to discriminate based on ethnic background put it in writing.  I would hate to see you have to testify in front of the EEOC to explain why you discriminate and hire based on ethnicity.  That would be terrible.
