maybe because if something happened to that 'no longer in law enforcement officer' the media would say a crime that may affect the 'no longer in law enforcement officer' would state that it was a worse crime because the victim used to be an officer or was an off duty officer.....

You see joey...When the person preempts his statement that he is "no longer in law enforcement" by stating he is in "civilian clothes", I presumed the fact that he had to say he wears civilian clothes whenever in the park, means that he also wears a uniform when NOT in the park. Though he didn't say "off duty", he did specifically say he wears "civilian clothes" in the park. What other vocation do you use the phrase "civilian clothes"? I've only heard an active cop say it, never a retired cop.

You see Sissy, as for what visitor said, I guess my ability to comprehend is a level above yours, since I was able to understand that he is NO LONGER IN LAW ENFOREMENT! If he was still in law enforcement, and made the comment about wearing civilian clothes, likely would have added (as I have heard many times), "since I'm off duty" or "because I am off duty" or something similar.

Yes, your world is expansive into a fictional world where you make up the definition of civilian. A civilian is any person not in the armed services or police. Doctors, EMT's, Nurses, Delivery Personnel - all CIVILIANS. If the people you hang around with are referring to off duty attire as "civvies" and they are not active in the military or police force, they are idiots.

You don't have to reference me. Just point them in the direction of a dictionary. I would hate to see them consider themselves non-civilians which means they are legal "combatants", that would imply they are legal targets on a battlefield. In the "war on terror"(where the world is the US battlefield), that would mean a hospital and doctors/nurses would be a legal target for a terrorist. It's advantageous for your doctor and delivery friends to maintain their civilian status, on and off the job.

The sentence started "when in the park" so the following information describes that time. Civilian clothes and no longer in law enforcement gramatically refer to the park visits only and could easily be read as off duty. If it had stated AS I am no longer in law enforcement instead of AND it would have been more clear.
I read it as off duty. But really, not that big of deal people.
Frankly, I suggest that all those involved in the argument above need to take a nice, long, quiet walk in the park -- any park. Just relax and take in the beauty. Breath in happy thoughts and breath out all the negative thoughts.
