But you seem to saying that as of October 2013; actually September 2013 while the budget was being worked on, when McThief presented his 2014 budget, that the government (OSC) had already given the city a projection of what the pension bill would be in August 2014 (which would have been 11 months off in the future).  


Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

But I see NOTHING in that Gazette story that says that the state has already given projections to the city for the August 2015 bill.    

That is the SAME thing as school district, a government entity.   Businesses, NFP's, some homeowners (i.e, some homeowners might do a household budget for the whole year), are doing budgets NOW for calendar year 2015.  

The government (school districts) has not provided projections for the bill that businesses, etc will receive in August 2015.
So likely...
the government (OSC) has not provided projections for the bill that Schdy will receive in August 2015.


The government (school district) budgets are finalized by vote (of the people) in May of 2015 to be billed in August 2015
The government -- state -- budget is finalized by vote (of legislators) in theory for April 1, 2015 to have the bill sent to the city in August 2015.


So the inability to pay the bill COULD have been poor analysis on the part of the mayor's financial people.   And really, the mayor's financial people have bee quite incompetent, increasing taxes so much that the tax base is falling.

Well YOU were the one who stated that the city has gotten projections, and the projections would have had to be provided to then IN AUGUST 2013 when the city was working in September 2013 on the calendar year 2014 budget.  

I merely questioned when these projections were provided, since YOU STATED the city had them, but obviously you know for a fact that they had them.   And just like we do NOt have projections for the August 2015 school tax bills in time to work a calendar year 2015 budget, it is only logical that the mayor and his city finance people are somewhat incompetent at drawing up a budget.

Who cares about projections.  The taxpayer will just pay for the $400,000 oversight, and if not, go to prison.  What is to be debated?  When the city informed the taxpayer how much they are forced to pay?
