SCHENECTADY — Mayor Gary McCarthy has wasted little time in filling two key positions in his administration.
On Monday, McCarthy announced he had promoted Deputy Corporation Counsel Carl Falotico to lead the city's law department and picked Jaclyn Mancini to take over as director of development.
The retirement of John Polster and Richard Purga last month created those openings in City Hall.
Falotico had been deputy corporation counsel since 2012 in charge of prosecuting city and building code violations as well as handling in-house litigation among other duties.
He said Tuesday that he plans to focus on advancing the mayor's efforts to revitalize neighborhoods through creative measures.
"I'm really happy to be entrusted with this position and plan to continue to work to serve the citizens of Schenectady," Falotico said, who earned his law degree from St. John's University in Queens. Falotico was prosecutor in the Schenectady District Attorney's Office. Attorney Rachael Ward, who has been in the law office for about a year, has been elevated to second in command as deputy corporation counsel. The lifelong Schenectady resident graduated from Albany Law School.
Mancini spent the past five years working for County Manager Kathleen Rooney. Mancini has a master's degree in public administration with a concentration in local government management and planning from Rockefeller College of Public Affairs and Policy at the University of Albany.
The mayor also announced three fire department promotions.
After 23 years with the department, Donald Mareno, a firefighter/paramedic, was elevated to deputy chief. The married father of two has been a captain in charge of the training division and director of emergency medical services. He is a graduate of Hudson Valley Community College and Linton High School in Schenectady.
David Massaro, who has 13 years on the job, is now a fire captain. He is married with two children.
Craig Macherone earned the rank of lieutenant after nine years with the department. He is married with one child.
Both firefighters are state-certified paramedics and have associate degrees in fire protection and technology and emergency management from Schenectady County Community College.
Well, let's see, Richard Purga avoided paying taxes in the city and county, he lived in a fancy schmancy house in Guilderland. His replacement, Jaclyn Mancini, no record of being a taxpayer ANYWHERE in whole Schenectady County.
That Carl Falotico does live in the city as a taxpayer.
His replacement assistant, Rachel Ward. Is NOT a taxpayer in the city. Doesn't even pay taxes in the county. Lives almost 30 miles away, a short bike ride north of the fancy Saratoga Springs, lives where the taxes are half of Schenectady, but in a $400,000 house -- Greenfield Center.
Don Mareno. NOPE, does NOT pay taxes in the city of Schenectady, does not pay school taxes in the city. Live way out in Rotterdam by Exit 25A.
David Massaro, NOPE, does NOT pay taxes in the city. Lives in Glenville
Craig Macherone. No record of owning in the city or county. Could be a renter somewhere

Yeah, McC is going to make his top people live IN the city. MY a**, HE IS!!!! Is the police chief living IN the city and paying taxes and sending his kid(s) to school IN the city? NOPE. I even wonder if he is still putting his had down on a pillow in his mommies' house. Come on, he's a man. He's going to go 5 nights a week without sleeping with his wife?????? He's a dad, he's going to go 5 evenings a week having dinner with his mommy rather than with his child(ren) and wife?
IF he is driving up to Saratoga every couple days for a quickie, I'll bet he is submitting for mileage.

these are do-gooders gaining some benefits off the taxpayers and having award ceremonies for all their effort for helping the poor during the war on poverty.....all the while feeding corporate welfare croonies...
