This seems to say yes. It's on page 3-1 Eligibility

U.S. Armed Forces are made up of the five armed service branches: Air Force, Army, Coast Guard, Marine Corps, and Navy. There are three general categories of military people: active duty (full-time soldiers and sailors), reserve & guard forces (usually work a civilian job, but can be called to full-time military duty), and veterans and retirees (past members of the military). With over 2 million civilian and military employees, the DoD is the world's largest "company."
Air Force and Air Force Reserve: The nation's source of air and space power. The primary mission of the USAF is to fly planes, helicopters, and satellites.
Air National Guard: The Air National Guard as we know it today is a separate reserve component of the United States Air Force.
Army and Army Reserve: The dominant land power. The Army generally moves in to an area, secures it, and instills order and values before it leaves. It also guards U.S. installations and properties throughout the world.
Army National Guard: The Army National Guard is an elite group of warriors who dedicate a portion of their time to serving their nation. Each state has its own Guard, as required by the Constitution; in fact, it is the only branch of the military whose existence is actually required by the Constitution.
Coast Guard and Coast Guard Reserve: The Coast Guard's mission is primarily with domestic waterways. The Coast Guard does rescues, law enforcement, drug prevention, and clears waterways.
Marine Corps and Marine Corps Reserve: The Marine Corps is known as the U.S.' rapid-reaction force. They are trained to fight by sea and land, and usually are the first "boots on the ground." Marines are known as the world's fiercest warriors.
Navy and Navy Reserve: The Navy accomplishes its missions primarily by sea, but also by air and land. It secures and protects the oceans around the world to create peace and stability, making the seas safe for travel and trade.
Cold War Veterans' Exemption - Eligibility Requirements
Time of Service Requirements •September 2, 1945 through December 26, 1991
A member of the reserve component of the Armed Forces who received an honorable discharge from active duty during the Cold War period (beyond active duty for training), but is still a member of the reserves, is considered a veteran for purposes of this exemption, and is thus eligible to receive the exemption, provided that such active duty was significant and full-time (see 8 Op. Counsel SBEA No. 37) and that the veteran meets all other statutory requirements
Ownership requirements •Legal title to residential property must be in the name of the veteran, spouse of a veteran, or the unremarried surviving spouse of a veteran •If the property is owned by more than one qualified owner, the exemption benefits of each qualified owner may be combined •Legal title may also be in the name of a veteran, spouse of the veteran, or unremarried surviving spouse of a veteran whenever such a person is a life tenant of the property; if title transfers to a trust, such a person becomes a trustee or beneficiary of such trust
Residency requirements •Exemption applies only on property used exclusively for residential purposes; if a portion of the property is in non-residential use, the exemption can't apply to this portion •Property eligible for this exemption must be the primary residence of the veteran or the unremarried surviving spouse of the a Cold War veteran, unless that person is absent from the property for medical reasons or is in an institution •If the qualifying veteran is deceased, the exemption may continue on the eligible property if the title to the property is in the name of the veteran's unremarried surviving spouse, and continues to use the property as the primary residence •If the veteran is also the unremarried surviving spouse of a veteran, he or she may also receive any exemption benefit to which the deceased spouse was entitled •Municipalities have the option to offer the exemption for eligible veterans in cooperative apartments

Property Tax Exemption: NYS Veterans' Property Tax Exemption provides a partial exemption on real property taxes to Veterans' of defined periods of war, Veterans who received expeditionary medals or certain Family members, as allowed by law.
There are three levels of benefits, depending on whether the Veteran served in combat and/or was disabled. Exemptions are also subject to dollar limitations, pursuant to state and local law.
Section 458 of the Real Property Tax Law provides a partial exemption on property owned by a Veteran that has been purchased with pension, bonus, or insurance monies - referred to as "eligible funds." Section 458-a of the Real Property Tax Law is available only for residential property of Veterans who served during wartime or received an expeditionary medal - referred to as "alternative Veterans' exemption." Section 458-b of the Real Property Tax Law is available only for residential property of Veterans who served during the Cold War period - referred to as "Cold War exemption" Eligibility: To be eligible, an applicant must be one of the following: - A qualified Veteran - The Spouse of a qualified Veteran (un-remarried surviving Spouse)

was not eligible for burial or death benefits......the government puts a gun in this young man's hands...orders him to defend his country during the Korean
conflict...then is not eligible for burial with military honors in Saratoga.....and then to boot......will not pay for the funeral expense.....
so what is fair for any vet in any war or conflict....???.....government treats vets without respect or honor ...allows public to protest upon his death ..
(within so many feet of course)...has not jobs for these vets who survived......does not give them the right treatment upon their return....many maimed
and missing limbs......pathetic and uncalled for....the people of this country have to stand up to the bullies in government of which most have not

soldiers are pawns... leaders of countries are bishops....
soldiers had a choice NOT to be soldiers.....war happens because there are people to wage it...you can call it 'defense' or some other politically correct term, glamorize it, idolize it, worship it etc etc.......
but it comes down to the same principles as supply and demand....
no soldiers = no war
the government uses people dressed in some mandated government uniforms at their podiums, to give speeches during election time or when they need to get attention, as a politician is want to do. Much like hollywood millionaires demand the rest of us donate to some charity like they so holy do.
what would be the 'right treatment/respect' for a soldier that is maimed compared to a garbage collector who is maimed at their job??????

Went to my father in laws funeral a couple days ago, first time I saw in person the military honor at the gravesite. The folding of the flag and the playing of taps. He was a WW2 vet , survived a plane crash into a mountain in which most soldiers onboard died.
May he RIP, now with my mother in law who passed 9 months ago.
I take care of some elder folks....these are the responses I get sometimes "I know they try hard. They are nice but they are not my people."
as if 'their people' would be better/different and make them happier in their current situation. I understand if they are referring to their close family that they lost, but sometimes that is not what they are referring to.
