By exhausting police resources.  If the police have to spend their resources chasing around and jailing looters, the local government could not sustain the expense.  With the riots disrupting commerce, taxes cannot be collected to fund the police that are suppressing them.  We are talking about how USG decimates a country to weaken foreign governments.  The USG bombs infrastructure that cut power and water, essentially destroying the nations economy making it more difficult to fund the oppressive government's ability to stay in power.  The USG also imposes sanctions that are designed to weaken a nations economy and reduce the money an oppressive government can collect.  The USG imposed sanctions on Iraq under Clinton that resulted in killing approximately 500k children.  What does that have to do with "defense"?

No, of course not...The death and destruction caused by the government is legal.  It's never their fault.  The response to legal murder at the hands of a government agent should never be violence, it's irrational(Unless the USG does it). That's the world I live in.

I didn't respond with a "what if".  I responded with the fact that the US government incarcerates it's citizens at a higher rate than any other nation.  Nearly half for non-violent offenses.  Is your rationale that throwing your neighbor in a cage for possessing an arbitrary amount of the buds of a weed is civilized?  You suffer from American Exceptionalism.  The belief that the rules of your society are the BEST, and must be imposed on millions around the world, and that another society NEVER dare to impose the rules of their society onto Americans.  I don't even know how people rationalize that logically.  Unless they believe only American's decide who are bad people.
