You seem to forget that even tho Saratoga does have commercial w/residential units above it........it FIRST had homes in the surrounding areas with families....and a great school system as a major draw.
Unlike Saratoga.....the so called 'urban' area of Schenectady is surrounded by high taxed slums with a substandard school system, shootings and high crime.
Even, Saratoga had its problems back in the 1960's, 1970's and 1980's. It still has problem spots. The difference is that they have made a concerted effort to revitalize the urban center. The new people living in the urban center create demand for retail and other services provided by the private sector. The new people have brought new life into downtown Saratoga where just 40 years ago - it wasn't doing that great.
Schenectady is now following that lead and is the urban center is turning around -- headed in a positive direction. This will have a positive impact on all the neighborhoods in the city.
Oh -- and to dispel a LIE posted by someone whose name I will not speak -- I never suggested or said that all people should be forced to live in the urban center. People will CHOOSE to live Downtown. Others will choose to live in the surrounding neighborhoods. Others (like myself), whose family roots have been in Rotterdam for over a century, will choose to stay where we are and work for the day when ALL of Schenectady is united into a single City-County.

GE hasn't left. While it doesn't employ as many people as it did years ago, it is still here.
Having grown up next to GE and seeing their toxic landfills, I can tell you that they maintain a minimum employment here, because complete withdrawal would mean a fifty billion dollar clean up of toxic waste.
As a kid, I used to ride motorcycles all around the main plant.
The great flats landfill behind building 85 was immense and had barrels of toxic crap everywhere.
The same with the Riverview plant on Campbell Rd.
They dumped behind the plant next to the railroad tracks that overlook the mall.
I have seen these giant toxic places with my own eyes.
I saw them buried.
I know why GE stays full well.
