Yeah that's another possibility. I'd have to question the cost effectiveness of doing it today though. I'm interested too, to see if there were any follow ups to the plan. Why didn't they do it? Neighborhood opposition etc.? I was 17 in 1964, and I don't recall it being discussed at all. Of course, at 17, my thoughts really weren't revolving around those types of things.
