The appointees would serve three-year terms at the pleasure of the mayor.

McCarthy has previously said that while the primary focus will be on diversifying the workforce in City Hall, the board also will be charged with looking at opportunities for city residents that may exist outside of Schenectady because the city is currently not doing much hiring.

The one area in which he said he hopes the board will help the city make headway is the lack of diversity on the police and fire departments, and the civil service testing that is a prerequisite for landing one of those coveted jobs.

The board, which several city officials said was created in 1986, has remained largely inactive.

What ever happened to being most qualified for the job gets the positions, why does color of ones skin gets you extra brownie points. Systems like these crush countries and creates further diversity down the road.

Other things must be considered like motivation and wanting to work, I work with kids who I know will never make it through life without the government holding their hands, they have no motivation or will to improve the trades trying to be taught to them, many are afraid to break a sweat. The worst thing is they know the system better then most and they know how to milk the system and taxpayers.

ATTENTION.....while some jobs may be available....and have to take tests in order to be qualified........most are not qualified and the qualifier is

prevented to take the exam.....now is this fair???...so now you have and unqualified person may pass the test and was the only one taking it...

wow....now that takes BALLS....to prevent a person's right.....

are we living in a country where we have no freedom?????

Just about every flagger I've ever seen is a woman.   Must be how they meet the quota for hiring females.   Never seen them in a ditch with a shovel or operating any equipment.   If so then you would have true equality.

Road crews are really cliquey. They put the outsiders on the jobs they consider BS.
