This thread for discussion about the city’s assessment roll. Since the last citywide reassessment in 2009-10, the equalization rate has risen to an unprecedented 123% which means home values in the city have fallen massively. Per state law, it is the job of the assessor to keep assessment values up to date. As the city has been spending the taxpayers’ money on downtown, the city claims it has no money to do a citywide reassessment. Because the city has not done a reassessment, many homeowners have submitted grievances. In most cases the board has denied reductions. However it is well proven fact that the board was wrong as proven by the small claims and tax certiorari lawsuits against the city which the homeowners win. Is it fair that 5 identical houses are assessed differently and pay different tax bil? Multiply these examples by thinking of some 20,000 parcels in the city. Per state law it is the responsibility of an assessor to keep assessments up to date. But the assessor is not doing his job. While homeowners have the right to grieve, is it fair, is it just and proper that the homeowners have to spend money and time to peform a function that the state says is the responsibility of the assessor? |
