City residents better start keeping their blinds and drapes shut or shades pulled all the way down.

Reading the gazette story today, it says when the "enumerators" are going around, if they see a dog's food dish (or leash) or hear a dog.

Common sense.  Dog dishes are in the kitchen.  Kitchens are generally in the back of the house, with some having windows on the side (facing the owner's driveway or facing the neighbor's driveway.)

How are the "enumerators" going to SEE a dog's food dish unless they trespass on the property (beyond the front door), probably carry a ladder or step stool so they can get high enough to peer in homeowner's windows.  

And making an ASSUMPTION that seeing a dish on the floor that it is a dog and if they cross check their list of addresses with licensed dogs, if they don't see that the address has a license, they will send out a fine for $250.  Excuse me McTHUG, some people have two or three cats that might eat from what would otherwise be a dog's bowl.

What happens if the "enumerator" does not HEAR a dog, but sees a dish and/or leash, but the dog has died, it's not like death certificates are issued for dogs.

This is CLEARLY MISUSE of taxpayer money by the city dems.  It is far more important in the city to have seasonal workers clean up Central Park and others.

When the initial sweep is complete what if the tenant/owner gets a dog thereafter or if a new tenant moves in after the sweep how will they know if a dog resides there.   What then?   Will there be periodic sweeps?   Onging,monthly,yearly?   Will neighbors do the policing on their neighbors?

How about making the garbage collectors into the "dog patrol" while they're on the property every week?  They're already coming up the driveway, in some cases, to retrieve containers

they all know how to 'beat the system' at EVERY LEVEL!!

it's clearly a money grab. however these folks are smart and know how to 'beat the system'.

eg: not my dog...i'm just dog sitting.
then they will play 'dog chess'.
we've already heard folks say this is what they are going to do.
these folks know how the 'system' works better than those who created/enforcing it.
these folks don't care about privacy rights cause they will just beat them at their own game.
Schenectady didn't become the drug mecca of nys with dumb folks.

I feel sorry from them. Another nit wit idea from City Jerk Chuck Thorne whose wife is the sacrificial lamb against Senator Farley again this year.
Another example of how clueless McCheese and his City Hall DEM running dogs real are. Ban small groceries, a dog census, garage sale permits, idiotic roofing
and window permits, etc, etc... This entire anti-business, racist crew must be swept out of City Hall in 2015. Got foreclosures? Keep the DEM implosion going.

Great idea, but heaven forbid garbage collectors jot down an address on paper (known to have a dog), because that would be out of title work, disallowed by those lavish union benefit packages.

If you are just looking to search everyone to find the 20 unregistered dogs in the city, you could just have them write down all addresses with empty dog food bags in their garbage.

City hall won't see how neighborhoods are run down.  

It will be the "enumerators."  Here is something to note.  The "enumerators" will be at least 18 years old and hired from the  county's youth employment program.

It did NOT say "county welfare employment program."

Youth over 18 who do not have full time jobs are either welfare, disabled, or they are college students.  

Since this is NOT a disability employment program nor a welfare employment program, it's common sense that it will be college students on summer vacation.

Send college students out walking through all the neighborhoods in the city, that's a 1,000% guarantee for the city that the college students will flee the city as soon as they have graduated.

These college students will see the boarded up houses, the burned out houses, the trash accumulating at the curb that is NOT in covered cans, the will smell he trash, they will see the trash stored on front porches, they will see the punks outside with the F this and F that.  From the students actually seeing all the for sale signs, that will be a dead giveaway that says "get the heck out of this city."

I'm going to guess that in some cases the students will come across very nice, law abiding people, regardless of whether they have a dog or not (and assume the dog is properly licensed) but it will be an opportunity to strike up a conversation between the owner and the college student and the conversation may very well turn to ""why are there so many houses for sale?"  And the owners will respond to these students that taxes are so high people cannot afford to live here.

Yes, the students will get quite a comprehensive education about how the city is failing   And wait til people tell these youth how the city is causing hundreds of dollars of damage to people's cars because the city fails to take care of the roads, but the city is more worried about dog licenses.

This is nothing but a photo op of sorts for the husband of a senate candidate and a money grab for the city because the city is in deep debt.  

Let's look at the FACTS.  The news story says there are 15,000 dogs in the city.  If 12,000 are not licensed that is $13.50 per dog fixed and $20.50 unfixed. If half were fixed and half not, then the city would collect $200,000 roughly.  

$200,000 easy money.

Question - since the census takers/youth will be walking around ringing doorbells in the worst drug infested neighborhoods which might contain unlicensed rabies infected dangerous dogs how much will it cost the city?  If a "census taker" gets beat up by someone who answers a door or bitten by a rabies infected dog, who pays?   So, bring in $200,000, unknown how many employees but the city will have to pay them wages.  When the census takers drive their cars "on city business" that may negate their own auto insurance.  What if their car is damaged?   Who pays the mileage?  And if even ONE census taker winds up in the hospital, how much will that cost out of $200,000?  Quite the liability the city is forcing upon financially struggling homeowners who are already overtaxed and then could be on the hook for liability.   And what if the city gets sued?

Now here is something else I wonder what the city will do.

There is NOTHING as far as I know in rental inspection/certificate of occupancy requirements that addresses tenants and pets.   The city CANNOT mandate nor prohibit a landlord from making a personal choice to allow or disallow a tenant from owning a dog.  

Assume a two family house, tenant upstairs, tenant downstairs.  Downstairs tenant owns the dog.  College kid hears dog bark, reports to the city.  City sends notice to property owner of record.  

Who is responsible for paying the fine?

Granted, the landlord could pay and then attempt to get money from the tenant, but that may not be that easy in all cases.  

If they send the notice to the address, if it's a two or three family house and college kid hears dog bark but unable to determine which apartment it is, who gets the notice?

Sounds like a major complicated mess and the city should put it's resources on cleaning up the blighted abandoned houses, lower taxes, reassess the city, enforce the recycling rules, enforce trash can rules, etc.

Not very well thought out at all, but then, in the city these days, no one has any brains.

How will the insps. ascertain dog residence within a condo bldg. if there is only one/two main locked entrances that prevents insps. gaining admintance unless rung in?   This admintance will allow the insps. in, but the internal condo apt. usually lacks any windows to see inside the apt. w/in the condo main bldg.    They would have to resort to knocking on the inner apt. door, and looking inside for dog evidence once the door is opened one would think.
