The only way it works is if the rest of the world plays along. Let's not forget, the US taxpayer bailed out the banks in the tune of nearly 1 trillion dollars to prevent an economic collapse and civil unrest. Then the Federal Reserve went into their QE policy, capitalizing banks with trillions of more dollars. With inflation starting to creep in due to the excessive money printed, the commodity that backs the US dollar needs to go up in value. That spreads the US inflation problem around the world. The other countries can only put up with the burden of US inflation for so long until it results in impoverishing their own people. Then they will go to war to get out from the world monetary system that is impoverishing them.
The reason the US is going back into Iraq is to assure the Islamist don't take control and get rid of the Iraqi central bank and prevent them from trading their oil in a currency other than the US dollar. The same reason Iran and Libya are such threats, they want to get off the dollar to sell their oil. They know, that would devastate the US more than any 9-11 style attack.

While it's a "fortress" against smallish attacks from car/truck bombs and groups with light to medium weapons, it is in NO WAY designed to hold back a full fledged army with heavy weaponry.
