Kimberley Strassel from the WSJ came up with this and it fits in every scandal thus far.

Step 1: "I didn't know about it"

Step 2: Express great outrage.

Step 3: Fire a low level employee when Step 2 doesn't work.

Step 4: Order a study or investigation or whatever to "find out what the real facts are"

Step 5: Wait six months and either a) it's done or b) it's all the result of a partisan push by Republicans

Not what is the SCANDAL about treatment of vets at these Veterans hospitals... but
what is the "OBAMA VA Scandal"?

It's a republican scandal.  It's always those pesky Republicans in the HOUSE.  He never has enough funding to manage the failing government beauracracies.  Not enough money is always the problem - from security in Benghazi to the VA.
