How is your neighbor to know their behavior is suspicious if you don't point it out to them? It would be a disservice if you didn't call the authorities to make them aware of their suspicious behavior. They may not understand their innocent behavior actually makes you suspicious of them. The only way to get them to stop their behavior is to call the authorities to remind them not to act so suspiciously. It's all very simple!
