Answer:

No return on the investment. Just call it charity/welfare.

Time frame? Never.

Then it isn't an investment.  It is theft or extortion.

Extortion - a criminal offense of obtaining money, property, or services from a person, entity, or institution, through coercion.

Sure, but all taxation is extortion.

Corporate welfare, personal welfare, medicaid, medicare, social security, etc.

The difference is only corporate welfare is given to people without being based on need, health and income.

I don't object to collective tax dollars helping those who are disabled, unable to work or unemployed/underemployed.

At least if you are going to dish out corporate welfare, make them hire people that are on unemployment or welfare.

At least make them hire 50% of their employees from Schenectady.

The city that lights and hauls the world has become the city that hands out millions in corporate welfare and has 21 flavors of Tequila.

It doesn't matter how many Schenectady employees they hire.  These businesses are carpetbaggers.  They are exploiting the decaying city by taking taxpayer money and exemptions.  Even if they hired the Schenectady resident, a percentage of their wage IS THEIR OWN MONEY that they pay with every taxable purchase.  It's a form of servitude, they are like commercial or industrial sharecroppers.  You are allowed to work the job, as long as you give a portion back to the owner through taxation - whether it be sales tax(metroplex) or increased property taxes to offset the businesses exemptions.

You are better off living in Saratoga county and driving in to work a metroplex subsidized business.  You need to take the taxpayer subsidized job and live where the taxes and fees are lower.  Then you make out.  If you live in the city, the money you think you made last year, just gets reclaimed by the local governments through increased taxes.

Ignorance?   Who is the one full of ignorance?    Please tell us DV, after 10 years of spending of the homeowners money on downtown, what are the homeowners getting in return for their money?    Can you list even 5 benefits?

Ignorance?   Who is ignorant?

Aren't you the one who is ignorant?   Ignorant of how the wild spending of the homeowner's money on downtown is causing a massive reduction in the tax base, the falling property values, the falling home sales, the falling home sale prices, the increased taxes coupled with reduction of city services, the increase in vacant houses, the increase in abandoned, boarded up homes, the increase in blight spreading like wildfire through the neighborhoods where the taxpayers live.

Now would you care to cite what the homeowners, the people paying for downtown, are getting in return for their money that results in an improved financial picture for the homeowners, their families and their next eggs?

Come on DV, why don't you ever speak about anything outside of downtown?   Why do you avoid talking about the neighborhoods where people live?   Huh?   Why DV?????

Do you think the homeowners in the city are over the top ecstatic that their home values are plummeting, that their taxes are going higher while the city's tax base is in massive free fall?  Do you think the homeowners are over the top ecstatic that they are paying taxes on a assessment value of their house that is 50% higher than their homes are worth?

Well?????    Tell us what the TAXPAYERS are getting in return.  ?????

All the jobs you claim the dems have created, where are those people living????   If the dems created so many jobs, then there would be more than enough people to buy all the houses for sale in the city, right?   So tell us DV, tell us why there are so many houses for sale and why the houses are not selling.

Yeah, we know, your only post will be your usual cowardly nonsense babble response, as you NEVER and WILL NEVER address the FACTS about the tax base, home values, home sale, elimination of essential services, etc.

The FACT is that the infrastructure (roads, curbs, etc.) need to be improved on Lower State Street just like work needs to be done on other streets.
The FACT is that it would cost the taxpayers to make these needed improvements WHEREVER they are done.
The FACT is that ALL the residents benefit from improving infrastructure in the city and ALL the residents will benefit from the economic development that IS COMING and WILL BE COMING to Downtown and Lower State Street.

The "fact" bolded is just pure speculation on your part and nothing more... How long has Metroplex existed? Why are neighborhoods like Mt Pleasant and Hamilton hill STILL shitholes?

Here are some facts not in dispute...besides you having no paying job and living with your nannies...

The city's tax base continues to go down
The real estate tax rate continues to go up.
The percentage of Schenectady school students getting free or assisted lunches continues to go up (indicative of low income households)at nearly NINETY percent.
Home values in the city and County continues to lag all comparable surrounding counties...

The only renaissance happening is for business owners who reside outside the city and the patrons who can't find I-890 fast enough when the Proctors show or the dinner and drinking is over.

You are - plain and simply - an ignorant, jack a**.  You resort to FALSE personal attacks because you can't carry on a civilized, intelligent discussion.  Besides that you are a coward who hides behind your user-name.
If you are too immature to accept the fact that other people have different opinions than you and your ilk and happen to enjoy living in Schenectady - that is your problem. I suggest that you seek professional help for that issue.

Those two neighborhoods were considered that at the start of the dem leadership when the mayor of BS became mayor.   Since that time, Eastern Ave has become a sh*thole, Northside is getting there, some of Bellevue is getting to be like that too.

And blight is spreading like wildfire throughout the city.   It just be that DV has absolutely no life, well, in many ways he doesn't because he has no wife or children or grandchildren.  Two years living with a pair of elderly nannies hardly a life.   But what I was going to say is his life, his world must be so utterly drab, that he has to make up fairy tales to make his life interesting.  Really, he gets his jollies and an orgasm every day sitting at the computer, often in the middle of he night when his two nannies are sleeping, posting nonsense babble, making totally untrue statements about the city.

Really, what kind of man gets his jollies posting comments that have no evidence to back them up.

What kind of adult man would post such nonsense and risk having his stupidity brought to the attention of a town committee?
I would never want to be on any kind of government committee, but if I ever was, I would NEVER make such comments like he makes.

This whole thing with the LA Clippers, I've heard a few times, maybe it was Donald Sterling's wife who said it, that Sterling may be suffering from dementia; of course that's going to be Sterlings "insanity" defense over the punishment that was doled out to him.   But I must say, listening to him particularly on the Anderson Cooper interview, I'm beginning to think DV has more dementia than Sterling.   Dv has told more lies and fairy tales than Sterling for crying out loud!

The FACTS are irrefutable.  The City-County of Schenectady is improving and growing stronger every day.  The Renaissance continues to move forward.

OK, you say it's improving.   I am going to ask  you in a civil manner, in a respectful manner, could you please tell us why the tax base is falling, why home values are falling, why house sale prices are falling, and taxes are rising if things are getting better?

thank you in advance.

In an adult, civilized manner, DV, I post some of your posts.  You posted above using the phrase in bold, and I point out the word opinion

So in a respectful way, I ask you if you could please clarify the posts below.  Would you be nice and tell us if it was merely you opinion that taxes were higher 50 years ago?  I'm just wondering because you didn't say in those posts that it was your opinion about the taxes; you mention in your posts that comments about the taxes are factual.   Facts and opinions are really two entirely different things, aren't they?

This first one you posted on March 18, 2012.

County property tax rates are lower today -- than they were in 1970.

On another occasion (I can check the date if needed) you posted:

Further -- my statements are FACTUAL ---   it is a FACT that county property tax rate  were HIGHER in 1970 than they are now.

In October, 2011 you posted the following:

in 7 short years the Democrats the Democrats have DROPPED TAX RATES TO THE LOWEST POINT SINCE THE 1950's and  the entire county is in an economic Renaissance -- including Downtown.

THOSE ARE THE FACTS

I think most of us can respect that people have different opinions.   In a civilized, respectful manner, I'm asking why you don't ever provide any numbers and details that support your opinion.

Thank you in advance.

You are the delirious one who imagines whatever he says is a fact, when in fact it is merely an opinion of a retard.

You come on here day after day calling people names and spouting inflammatory opinions and claiming they are facts.

You are a retarded troll.

The simple FACT is that nayboobs will complain about problem and make vicious personal attacks (for nayboobs are emotionally insecure bullies) on political leaders over those problems.  Then when the political leaders actually DO something about the problem, the nayboobs will complain about the propose solution and make vicious personal attack on political leaders.
The simple FACT is that making improvements to Lower State Street is not only necessary but long overdue.
