I keep hearing city officials talk about the homeowner having to bring the water connection up to code.  This should never happen since permits have been required forever.  The replacement of a water connection from the lateral to the house could never be done illegally without a permit without the city knowing as it is just too obvious.  Some city official had to sign off on it at one point.    Therefore if it is not code it is the citys problem.
