I recently found out from a family friend that a local fd in the town is spending over 20,000 on a scissor lift to change
Light bulbs once a year.......who can i complain to about this????

Try the offending Fire District for starters, though I have to warn you don't expect much of a reply. The Fire Districts are pretty much closed enclaves unto themselves, as evidenced by their Taj Mahal like buildings, complete with bars and kitchens. Volunteer fire departments are a special kind of thieves in our little town. The most effect way of stopping this "criminal" activity is to do what the folks in the Pine Grove District did, which was to pay attention to their bond issues, and let your friends and neighbors know and then show up in force to vote the bonding down. HTH
