Talked to NYS real property office, was told ALL houses in the city are overassessed by 23 percent because the RAR and equalization rates are both
123%.  She said to get an informal review, no luck. And we all know what happens at grievance day and the outcome. Going to be ALOT more small
claims cases this year.

Get a group of folks who want to get an attorney.

perhaps the attorney will give a 'group discount'.

I know folks that have gotten attorneys for their taxes and WON almost 100% of the time.

It's worth the investment.

Someone I know had his house assessed by a realtor and then took the city to small claims court and won a reduction. The judge sent out a neutral third party to appraise the house and the assessment was a lot lower than the city had it assessed for.

We shouldn't have to grieve at all, every house should be lowered by 23 %.  I know people who hired appraisers for ex. my elderly uncle and were still
denied a reduction.

If the case comes up in front of a city judge I can see that happening. A judge from Saratoga was filling in and was treating the residents fairly, imagine that.

I might have expected to see the rate go to perhaps 112%.  But 123%.  

An equalization rate of 123% (especially over last year's 108%) indicates a HUGE, ABSOLUTELY HUMONGOUS drop in home values in Schenectady city - a drop beyond most people's wildest imagination.

Hey, DV, where re you????????    DV, tell us about how good Schenectady is 3hen the EVIDENCE shows a rate of 123% which is PROOF POSITIVE of massive failure in the city!

DV, are you STILL cheering for the mayor and his dem team?   Are you SIL saying the mayor and his dem team are doing a wonderful job?????

Why do the homeowners have to keep on fighting to try and get their assessments lowered, but the ones with PILOTS just sit back and don't give a
dam?

Actually no, everyone cannot be reduced by that much.  The reason is because some people have grieved over the past few years and got reductions.  Some people ask for a 10% reduction and via SCAR get an 8% reduction while others ask for a 5% reduction and get a 5% reduction at the SCAR level.  Other's ask for a 50% reduction and win a 40% reduction at the SCAR level.  Or some of the reductions are won at the certorari level.

So reducing everyone at the same percent now wouldn't solve the issue.  Now there is the thought that says just reduce everyone to 23% of the assessed value in 2009 after the last citywide reassessment.  But that does not work either because, well, the easy way to explain it is to say that some areas of the city have seen 50% reductions in home values and other's may have had only a 15% reduction.

Yeah, they just sit back and don't give a damn because for one, they aren't paying taxes on their downtown properties and they are NOT paying taxes on a residence IN the city because they don't live IN the city.

Even Galesi's local CEO not only does not live IN the city he does not even live anywhere in the whole county of Schenectady !!!!!!   What does that tell us??????

And they cant reduce everyone by 23% across the board because that would make them fall below the municipal cap constitutional debt limit which was the reason for the bloated reassessment in the first place.  The city will not do a city wide reassessment because they will then be tapped out in their debt limit.  Instead they will fight the assessments one at a time and kick the can down the road.
