... in order to facilitate PROPER snow plowing, pushing snow back to the curb so snowbanks don't sit in the road, so streets are made wide enough for a car going in one direction and unable to move over when an emergency vehicle is coming in the opposite drietion, to facilitate PROPER plowing to allow for two-way streets to be two-way, to facilitate PROPER plowing so people can pull out of their driveways without hitting a car parked on their street, etc.

... to facilitate PROER plowing to make streets as clean and well plowed as Albany?

NOPE.   McC and his fellow dems would NEVER allow the taxpaying residents to have well plowed streets; city taxpayers' dollars must go to downtown and the wealthy political cronies, so the dem leaders and plex people can get their kickbacks.

Optimists close their eyes and pretend problems are non existent.
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.
