Business First has rated the academic performances of 429 public school districts
in the 48 counties of Upstate New York, based on four years of test data from the
New York State Education Department.

The bottom 25 school districts:

• 405. Gloversville (Fulton County, Albany Area)

• 406. Whitehall (Washington County, Albany Area)

• 407. Bradford (Steuben County, Rochester Area)

• 408. South Seneca (Seneca County, Rochester Area)

• 409. Lansingburgh (Rensselaer County, Albany Area)

• 410. Green Island (Albany County, Albany Area)

• 411. Niagara Falls (Niagara County, Western New York)

• 412. Salmon River (Franklin County, Plattsburgh Area)

• 413. Amsterdam (Montgomery County, Albany Area)

• 414. Salamanca (Cattaraugus County, Western New York)

• 415. Afton (Chenango County, Binghamton-Elmira Area)

• 416. Walton (Delaware County, Binghamton-Elmira Area)

• 417. Troy (Rensselaer County, Albany Area)

• 418. Elmira (Chemung County, Binghamton-Elmira Area)

• 419. Binghamton (Broome County, Binghamton-Elmira Area)

• 420. Dunkirk (Chautauqua County, Western New York)

• 421. Hudson (Columbia County, Albany Area)

If I'm reading this right, Monroe County has the best and the worst schools. Also this Pittsford place does not spend as much per pupil as Schenectady does. It would appear that communities with a lot of well-educated residents but WITHOUT a welfare dumpsite produce the best educated students. I'm shocked, shocked, I tell you.
I would conclude from this that maybe Schenectady is spending too much in areas that don't help the education process, that other schools don't need to spend money on. Like discipline related issues. Shuffling kids around, selling/demolishing buildings, busing, changing "models" to conform to the latest craze, Common Core, I don't see how any of those things are going to fix our schools.

6 of the top 25 schools are in the Capital District.
9 of the bottom 25 are in the Capital District.

And if I'm reading this right the City of Sch'dy school district has the highest dropout rate

Schenectady is #1 in dropouts. That's something to be real proud of,not.
