NISKAYUNA — A 75-year-old Niskayuna woman crossing Nott Street was struck Monday afternoon by a 72-year-old Schenectady man behind the wheel of a minivan and later died from her injuries, according to Niskayuna police.

Police said Ellen Fogarty was walking north across Nott Street from a parking lot to the shopping plaza west of the intersection with Balltown Road at 12:35 p.m. when she was hit by a 2002 Ford Windstar driving east.

Investigators interviewed witnesses to determined whether Fogarty was walking within the crosswalk

There was no indication of alcohol involvement, and the driver, Rafael Garcia, was wearing his seat belt, police said. No tickets were issued, and the cause of the crash remained under investigation, police said.

Sometimes when cars are stopped at the light at Balltown, cars coming the other way can't see you in the crosswalk until you've stepped into their side of the road. It's a very congested area with cars coming from all directions. Very sad.

It turns out that the man who hit this woman did not have a license, only a learner's permit, and had no business being on the road by himself. I have been saying for a long time, we have a lot of drivers in the Schenectady area who not only are driving without a license, they NEVER HAD ONE. They have only a very rudimentary grasp of the rules of the road. We need more traffic work by police, to keep dangerous, incompetent, unauthorized drivers off the streets.
