Ahh...finally a semi honest question.
Well, there is one factor you left out, congress holds the purse strings. Under Clinton, there was divided government with Republicans controlling congress for most of his presidency, the rate of spending was slowed. Under Reagan, Democrats controlled Congress, resulting in an increase in the rate of spending, democrats that controlled Congress did nothing to slow the rate of spending. Then you get to GWB, republicans control the Congress and the rate of spending EXPLODES. Now we have Obama, the first two years, the Democrats control Congress, and the rate of spending EXPLODES. Then at the mid terms, Americans come to their senses and want the brakes put on spending(along with other things), so they vote republicans to take control of the House - Obama spending orgy slows.
So in conclusion, it seems the best balance for government in terms of the rate of deficit spending is for republicans to control the Congress and a Democrat President.

They did it to themselves..Passing a defund bill knowing it has no chance in the Senate was a complete waste of time. The ACA was passed and signed.. If the long term goal was to get rid of it, the proper strategy was to send the ship on its way and wait for it to crash.. If you're right about the law, you jump and are the hero... If you are wrong about it, the pushback you get would be a lot less because people have short memories.

Boehner is finished as speaker and should be... Once it was obvious there were enough votes in the house to re-open the gov't (219 by last count), he should have brought it to the floor. It was fools gold...If Obama and the Senate knew there wasn't enough votes to pass the bill, then negotiations would have had credence... Peter King picked on up this pretty early...Boehner bluffed when everyone could see his hand...stupid...
