The mayor says his office staffers send out between 500 and 600 mainly birthday salutations a year. That estimate also includes sympathy cards and congratulations acknowledging success in various categories such as graduations, promotions, births and so forth. McCarthy conceded city taxpayers were absorbing most of the expense involved in the "mail from the mayor'' department. However, he said he couldn't come up with any exact cost figures on short notice. He guessed about a quarter of his office's $1,000 annual postage budget covered the cost to mail cards. "The mayor's office incurs ceremonial expenses for awarding keys to the city, proclamations and the like. The cards fall in the ceremonial classification," he said. McCarthy said frequently people ask him to send an appropriate card to one of their friends. He insisted the cards were not intended just to get him votes at election time.
