It is against the law for McCheese to appoint Waterfield.

Where in the law does it provide for a mayor to appoint someone who does not meet the qualifications today but will meet them in 6 months after working at the job for 6 months so it's OK?   There is no allowance for such a practice within the law.

It is against the law for the mayor (and DEM council) to appoint Waterfield to the position of assessor.


But remember that someone on these boards stated just this past May that the Mayor McCarthy and his team are doing a great job in the city.  Keep up the good work.

From the falling tax base to the mayor trying to violate state law in the appointment of the assessor, and everything in between, that someone can't handle the truths (we have been speaking) so it's easier to avoid comment all together.

Dems in control of everything....and it seems there is no way or any group to stop them....what do you expect....voters put them in and did this with

their eyes closed in the voting booth....

the little guy has no chance in this world anymore....especially, here in the city, town, county.....everywhere in NY same o'...

maybe just maybe, it will take the next generation to catch on to what is fraud, lies, corruption....the "entitlement" generation will do it...

and not because they want it all.....but because they have seen the prior generation struggle to survive....

just the fact that these young people protested the Syria conflict of "potential war" shows they are learning how America can be great  and

take care of our own....

OMG, now it's the assessors who are at fault because the taxes are too high? And NOBODY ELSE will do the job right? I am sick of these people! Promoting from within whenever possible means picking someone from a promotional list. This would not be a promotion, it would be handing an unqualified insider a job and then paying him too much. If you can learn on the job for six months (and you can't do that legally) then open the job up to ANY Schenectadian who might like to try it. Somebody who already lives here.
What a bunch of nimrods. Riggi is right about piecemeal reassessments, for Heaven's sake, just lower EVERYBODY'S damn taxes! Then let the people whose taxes are still out of whack grieve theirs as per the usual process. There are other people to worry about in Schenectady, not just the employees. Notice that a councilwoman is totally clueless about civil service law and whether or not she has any say in it.

It's all about pensions and benefits, no more no less. Code enforcers are out working today, weekly guy just went down the street. I believe the city hired maybe 5 or 6       new code people? McCarthy is not concerned about saving any money, that's what I read from his comments on any story concerning these issues.

McCheese just cannot do anything the straighforward, tried-and-true, proven way, he simply has to come up with some stupid half-a** Schenectady exception to the rules. Guess what? There is no long emergency here in Schenectady, but for these self-serving dimwits creating one. People pay their taxes, the city provides certain services and enforces certain rules. That IS ALL THEY NEED TO BE DOING! NOTHING ELSE! We can survive as a community WITHOUT the GE jobs!
If a businesswoman has a lot of high priced inventory, and she sells only half of it, if she's smart she tries cutting the price to sell more, but in Schenectady, they are the equivalent of that businesswoman trying to remodel her store, paying someone to shop there, cutting the quality of the merchandise,or taking out a loan to stay in business.
They need to cut the property taxes! Right now, across the board, for any and all homes. They don't need any particular individual as assessor to do that, because the assessor doesn't tax the people. The minute these dopes followed BS's lead and raised taxes nearly 25%, so he could "get a better rating", that was the moment we went from teetering on the brink to going over the edge. No more spending, no more raises, no more hiring cronies, just take care of their duty to the residents.

What are the right qualifications for an assessor?

We’re encouraged that the debate
over Schenectady Mayor Gary
McCarthy’s choice for new assessor
has shifted to one involving qualifi -
cations.
Even though McCarthy and
City Council President Peggy King
think otherwise, Bureau of Receipts
Supervisor Ed Waterfield’s total
lack of assessment experience is
cause for concern; more so than the
$9,000 raise the mayor and most
City Council members recently
seemed ready to give him.
Assessor is one of the most
important jobs in city government,
as it directly affects how much
property tax people pay — and not
just to the city, but to the county
government and school district. If
a property is assessed even slightly
too high, or too low, the impact on
its owner can be several hundred
dollars or more — regardless of
whether the municipalities’ tax
rates go up or down in a given year.
So it’s important for assessors to
have some training, to know what
they’re doing from Day One, and to
be able to resist the political pressure
that often tries to interfere
with their work. Though the state
requires them to be certified, and
have at least six months’ experience
with the work before ascending
to the job, McCarthy insists
that Waterfield’s on-the-job training
will suffice as experience, and
that he will get certified within six
months. Such circular logic might
pass muster with the state if Mc-
Carthy makes him acting assessor
during this period, in which case he
shouldn’t be paid anywhere near
the $82,000 McCarthy wanted to
pay him.
Of equal concern in this latest
turn of events, though, is McCarthy’s
attitude about the job — that
training, experience and certification
(which all of Schenectady’s
recent assessors have had) isn’t as
important as the right attitude when
it comes to dealing with inequities.
The sentiment expressed by
the mayor in Friday’s Gazette story
— that “common sense,” i.e. a willingness
to tweak individual assessments
whenever taxpayers show
they’re out of line, trumps the need
for assessment uniformity — is
alarming if for no other reason than
it suggests he wants an assessor he
can influence, rather than one who’s
independent and above the political
fray (as the city’s last two assessors
were.)
Perhaps if McCarthy were himself
trained or experienced in assessing,
we’d be less concerned with
his opinions on the subject. But he’s
not, and thus should defer to those
who do. With Waterfield, for the
first six months, anyway, that would
be a case of the blind leading the
blind.

Acutally....this should be reported....the Mayor is going against the law....and he should be penalized for this and Littlefield gone from the position..
