And ontop of that, the 'fee' monies are being misused and re-directed to other parts of the budget. So essentially, taxpayers are paying a garbage fee and that money isn't even going to that department. Probably being used for the 12% ++ pay raise the new assessor will receive.
Would love to see McCheesy squirm his way out of the misuse of funds if the State ever came in and questioned the $5 million blackhole of debt...yet millions in 'fee' money went missing?????
I checked the breakdown of my tax bill and the garbage fee for my home is $209.00.

I lost track, I thought it was only $180 per unit. But then I found the below on Ch 13 site. (couldn't find anything in newspapers as the wording would be "...increase of $20...." rather than "...increase of $20 per unit for a total of $209 per unit..., the city instituted a trash fee in 2004 at $X per unit, the democrat mayor proposed and the democrat council agreed to increase it to $Y in 20XX, followed by another increase to $Z in 20AA..." which is how the stories should be written providing a history, at least going 10 years back, of increases).

SCHENECTADY - Just days after the city's credit rating was downgraded, Schenectady's mayor on Sunday unveiled his spending plan for next year that's designed to plug a $5 million hole in the budget.
One of the main problems Schenectady is facing is a pile of revenue that's owed to the city, money that belongs to them, that they haven't been able to get their hands on. Mayor Gary McCarthy says that's why the bond rating was downgraded, that's why taxes are going up, and that's why workers had to be laid off.
The proposed property tax hike would be about 4%, but on top of that, the mayor says he also needs to increase trash collection fees: for a single family house, up $0.38 a week to $209.00 per year; for a two-family house, up 0.77 per week to $418.00 a year; and for three-family homes, it would be another $1.15 each week, or $627.00 a year.
So it is indeed $209 per year per unit, but remember, you DO pay MORE than that for trash collection because you pay through your taxes as well.
What I find interesting is that this news story, obviously taken from the mayor's own words, don't you just love how he tries to down play the increase by saying referencing the 0.38 cents per week. Reminds me of that commercial on TV for that scam insurance by Alex Trebek for the Colonial Penn and how a couple people would be talking and one says to the other "it costs less than a postage stamp."

The mayor then has the nerve to go on television and tell people you get more for your taxes than in areas outside the city because they don't have a trash collection included. Here's the thing, Schenectady pays its trash collectors well, but they provided good service, that is until various politicians started meddling and cutting back, which seemed strange to me because you have the men on salary, willing to work, why not use them? Anyway, BS was not the only one, but he was the worst, trying to shame people publicly who put out "too much trash", charge people for throwing things out that used to be picked up routinely, etc. It does not make any sense at all to me to try to restrict trash collection in a densely populated city with more and more absentee landlords and renters from downstate who haven't a clue about garbage except that it's something that gets thrown in a chute and the super handles it. If people move out and pile everything at the curb, they are too be commended for not leaving it inside the apartment who throwing it under the porch, in some of these areas. Garbage day not falling the day after moving day, give the citizens a break! Work with them! Does anyone else notice that after hiring a special, non-resident, garbage guru we haven't seen any visible improvement? We still spend money to ship all kinds of recyclables to a landfill. In Schenectady, the possibility of having that stuff taken away was looked at, the trucks with the arm wouldn't work on our streets, and the idea was dropped. I could have done that, free of charge.

Private collection ...for Rotterdam..County Waste is $24.00 + for 2 large containers 1 waste....1 recycle (month)

In the town (Rotterdam anyway) we had a can blow away and wind up missing onetime after a wind. The private company provided us a replacement at no charge.
The $17 is based on the trash "fee" only, you need to add to that what people pay in "tax."
See, the thing is that when they started the fee, the fee was NEVER meant to cover the WHOLE trash collection cost. It was done to prevent an increase in the "tax RATE" i.e., that tax one pays per thousand of assessed value. Schenectady residents in a manner of speaking, pay TWICE for trash. They pay via their "taxes" AND they pay via the trash "fee."
In areas with private collection, if you own a rental property, you don't have to pay ANY trash fees or taxes if you don't want to, instead you put the responsibility on the tenant to make arrangements for collection and paying for it.
Notice when you go through places like Rotterdam on a trash day, everything is so clean and neat. Notice when you go through the city on a trash day, the huge piles of bags as people often don't use cans (the city NEVER charges them with any violation), you can walk along on the sidewalk, and some places you need to plug your nose because of the smelly bags at the curb, sometimes garbage pickers open the bags--occasionally it's human garbage pickers, often it will be animal garbage pickers.
In the areas with private pick-up, you get 52 weeks of collection each year. In the city you very well can go a whole week with no pick up at all, and depending on how it starts at the beginning of the year, you may only have 49 or 50 weeks of collection each year.
The city wastes it's time going after homeowners with house numbers of the wrong size, charging them with violations but the city rarely charges the people who are actually leave cans in front of their homes during the week or leaving bags at the curb. The city never cites the people who fail to separate recyclables from trash with any violations (if they did, they'd probably hike the fee by $50 a year.
And only one trash can and one recycling can. Gee, a family of five, we fill only two trash bags a week generally, fits in one can. Recyclables - a much much longer list than Schenetady uses, there are times when we don't fill up a can in one week.
