Under the new rules, people will be able to qualify for an extension by checking a blue box on HealthCare.gov to indicate that they tried to enroll before the deadline. This method will rely on an honor system; the government will not try to determine whether the person is telling the truth.

The White House said Thursday that more than 6 million Americans have signed up for private health coverage through state and federal exchanges since they opened in October.

MacIver News Service | December 16, 2013 [Madison, Wisc...] More than 5.6 million individuals and families across the country have had their health insurance policies cancelled because they are not in compliance with the regulations of the Affordable Care Act (ACA) according to a new report by the Liberty Foundation.
In a report released on Friday, the Liberty Foundation found that the President's promise, "If you like your health insurance, you can keep it," was false. California and New Jersey residents were hit the hardest, with one million and 800,000 cancellation notices respectively.

We don't know percentage of those that just signed up but haven't paid.
We don't know the breakdown of how many signed up for Medicare v. private ins.
