Schalmont school offi cials are optimistic that they can close their budget gap without layoffs. Superintendent Carol Pallas on Monday presented a rough draft of the 2013-2014 budget to the Board of Education. Business Administrator Joe Lenz said he projects that the Schalmont Central School District will receive about $200,000 more in aid under Gov. Andrew Cuomo’s budget proposal. If all programs and staff were maintained, the existing $41.9 million budget would increase to about $43.2 million. The district’s tax levy limit is a 2.8 percent increase, according to the state formula. Lenz said the board wants to get below a 2 percent increase. Factoring the new state aid and a 2 percent tax levy increase, the district’s budget would be $42.98 million, about $184,000 more than its revenue. Pallas said the district is looking at saving on personnel costs through attrition. Among the district employees set to retire at the end of the school year are a home economics teacher, foreign language teacher, school psychologist and chief information offi cer. “If someone retires, we may not replace them or we may replace them at part time,” she said. Noninstructional cuts include elimination of one account clerk typist position and reduced hours for a mechanic, library aide, monitor and transportation router. These personnel reductions would save about $211,086 in salary and benefi ts. However, Pallas said the district needs to add a part-time speech teacher at a cost of $24,708 because of the high number of students with speech therapy needs. The net savings of $186,000 closes the budget gap. Pallas attributed the relatively painless cuts to the diffi cult decisions the district has made during the past few years. “It’s been the foresight and good fi nancial planning on the part of the district,” she said. The district cut 49 full-time equivalent positions during the last three budget years and closed Mariaville and Woestina elementary schools. Not to mention the future Department of School Security that will likely be another billion. I really think the actual in school teaching needs to be cut in half or more, and move the classes online. The Education Department manages the distribution of over $26 billion in aid to localities throughout New York. Institutions receiving support through the Department include over 7,000 public and private elementary and secondary schools, 270 public and independent colleges and universities, 359 proprietary (for-profit) schools, nearly 7,000 libraries; 750 museums, the State schools for the blind and for the deaf, and 25 public broadcasting facilities. There are approx 2.7 million students in NY state. NYSED spends 26 billion per year. That is $9,630 per student, per year, and over $125,000 for 13 years. Schalmont pays $22,323.00 per year and $290,197.12 for 13 years. This brings the cost to $31,953 per student, per year and $415,389.00 for 13 years.

schools now have:
social workers psychologist nurses teachers teachers aides security guards/measures IT department kitchen workers janitors grounds keepers buses bus drivers transportation dept head
I know there is more here for this list....feel free to add on

Hey senders--in my day we had all of those things in school and i graduated in 1967.
you had: IT dept security police guard/equipment my point is that time moves forward and we keep adding to the 'mansion' and can't afford it.... save a budget; buy a laptop over time this conglomerate was built...not always to the bad, but it seems we haven't had a crystal ball that works as no one does.... let's rethink this now before we toss more $$ at it. |

12 million dollars goes towards employee benefits. That is 30% of the budget. |
