A better comparison would be saying 90% of Nazi Storm Troopers or Gulag Guards were sadistic.  I'm sure some were good people just doing the job for a paycheck to provide for their family.

What percent of inmates are incarcerated for crimes against the state?

You know, crimes without an actual victim. Drug possession/use, prostitution, obstruction, resisting, etc.

Also the approximate percentages for property crimes and for violent crimes.

When you read the crime reports that Admin posts, about half are traffic/unlicensed related offenses.
