STAR is administered by New York State Tax Department isn't it? So there would be two issues, first being a double dip (which everyone would like to have), and secondly the capricious enforcement of the program guidelines. You would think a double STAR would be a major red flag at the State level! |

STAR is not really administered at the state level. It is a program paid by state tax dollars after being made into state law and changes to it.
The determinations of eligibility are made really at the local level. When you file for it, you go to your local assessor. Let's use this example, you buy a house and close on it on Feb 1 and move in two weeks later, it's the only house you own and it's property classification is an eligible one for STAR. On Mar 1 you bring your STAR application to your assessor's office. When the tentative roll comes out on May 1, you see there is no STAR exemption. At that point you cannot go to the assessor's office to have it corrected. Rather you must file a grievance with the Board of Assessment which is a local entity.
Somewhere in the assessment/tax process after the final roll is filed, I'd say a city or town will notify the school district of the details and then the school district probably notifies the state of the dollar amount of the total taxes the state needs to "reimburse" to the school district. The state doesn't verify anything nor check into anything, though I believe for the enhanced STAR I believe there is something that gets generated from the state tax department via homeowners income tax return that is provided to the assessor's office to let them know of continued eligibility for enhanced or the need to remove it because of income-based ineligibility
I believe that when an owner fails to report the ineligibility for STAR, they not only have to pay back what they were not entitled to, but they also become ineligible for STAR anywhere in the state for five years.

What will Rotterdam assessor do?
Even while everyone knew based on the news, why does EE still have a STAR exemption when residence is out of state? Rotterdam assessor has done nothing.
