Hopefully people who really care about the city, such as those that run the facebook page for Un Sch will round up residents in the MP neighborhood as well as all neighborhoods and go to the council meeting money and demand answers from Darth Vader

And WHY is the owner of the house getting tax exemptions when he doesn't live there?   Just like rich Philip Morris and the terrorist aide Eric Ely.

Gee, how many other properties have exemptions on them illegally?   Oh, don't worry, the city doesn't bother checking, just tax the good people of the city who are struggling financially, and if the good people can't pay the taxes, oh well -- the dems DO NOT CARE

So here you are people.   Notice the news story referenced the dog's owner as living in Pittsfield, the Adam Pollack.   So if Mr Pollack is living IN Pittsfield, how is it that he is getting a STAR exemption and the other exemption IN Schenectady city?

Since he was not living IN Schenectady, he was NOT allowed to have the STAR exemption, but this is Schenectady.   Eric Ely, former superintendant of Schenectady schools left Schenectady over two years ago and he is still getting the STAR exemption.   Philip Morris, the lavishly paid head of Proctors owns a house IN Schenectady but he has been living IN Princetown for two years now so how does he get a STAR exemption on his city house when he doesn't live in it?   For a while I thought it was dem handouts to the politically favored, after all, Proctors IS a for-profit business and assessed for $25 million, but now we see not only the political cronie Morris ILLEGALLY getting a STAR exemption, and a former school super, but now a common criminal is getting an exemption too?

No wonder the rest of the homeowners are paying through the nose.

Hey, check out the assessment on the house, just $41,000.   But notice the line:   School Taxable     0.00

PITTSFIELD, Mass. (AP) — One of the three pit bull dogs accused of attacking a 9-year-old Pittsfield boy has been euthanized while the others will be moved out of state.

The Berkshire Eagle reports that one dog was euthanized on Friday, while the other two will be relocated to a Schenectady, home under settlement reached this week between the city and the animals' owners.

The dogs are American Staffordshire terriers, one of several breeds referred to as pit bulls.

Police say the dogs attacked the boy June 11 as he and his mother entered a common area of the multi-family home they shared with the dogs' owners.

The owners said just one dog was involved in the attack in which the victim suffered 35 tooth punctures and lost part of his scalp.

The newspaper reports the dogs will live at 652 Orchard St., in Schenectady's Mont Pleasant neighborhood.

Wow, good news travels fast!   I heard about it on Ch 6 news too, but they didn't really make the connection between the new dog ordinance, the insurance requirement, etc.

Does his house IN SCHENECTADY meet all conditions set forth in the ruling from a court in Massachusetts?     I really don't believe that a Pittsfield court can dictate to Schenectady.

THe dogs should probably go to a larger piece of property, go out past Bellevue neighborhood, go out past the intersection where DV was the lone planning member, the lone cheerleader for imposing 18-wheelers on a residential neighborhood, continue on as though you were heading to Altamont.   Maybe the dogs would keep their cool under the trees on the grass that didn't need watering during the ban.

Isn't it interesting that Schenectady seems to be known as a easy place to keep dangerous dogs, especially since the terrible case last year considering the owner of the dogs had previous dog problems and the city dem leaders were so wrapped up in increasing taxes on homeowners to give to the downtown millionaires and political cronies, that they didn't pay attention to Tirado's dogs until the that Lucas woman was so severely hurt.   And then Tirado didn't even get much punishment.

SCHENECTADY
Dog’s move upsets city officials Animal involved in attack on Pittsfield boy

BY KATHLEEN MOORE Gazette Reporter

A vicious dog moved to Schenectady this week, part of a plea deal that allowed its Pittsfield, Mass., owner to relocate her dog rather than put it to death.
The dog was involved in an attack on a 9-year-old boy in Pittsfield in June. Another dog who led the attack was euthanized, while Zeus was deemed officially vicious and sent to live in Schenectady. Owner Lori Rohde’s boyfriend owns a house on Orchard Street, so she wanted to come here.
Mayor Gary McCarthy was furious to hear that Central Berkshire District Court offered Rohde a choice of relocation instead of restraining or euthanizing Zeus.
“We don’t want these dogs coming here,” he said. “It’s pushing the problems somewhere else as opposed to solving it.”
Assistant Corporation Counsel Carl Falotico added that when he learned late last week that the dog might be sent here, he tried to persuade the court to euthanize Zeus instead.
“The city of Schenectady’s position was we wanted these dogs put down since they have been adjudicated dangerous,” he said.
He was actually informed by the owner’s attorney, who called to ask him for a letter saying the city would welcome the dogs.
“I told her absolutely not. We don’t welcome these dogs here,” he said.
But the city has little recourse. The legal decisions have already been made, and the city’s laws regarding dangerous dogs only apply to dogs that committed those acts within the city limits. Even the new law requiring owners of dangerous dogs to get liability insurance won’t apply to Zeus, because he hasn’t done anything wrong in Schenectady.
Falotico plans to simply notify animal control offi cers and strictly enforce the leash law and licensing requirements.
It’s not unheard of to relocate a dangerous dog. Schenectady allows relocation too, but not in cases where a human was bitten. City attorneys now demand euthanization in those cases, Falotico said.
But Rohde successfully argued in court that Zeus had not actually bitten the boy, although he may have scratched and trampled the child. The boy was left with 35 puncture wounds to his head and lost part of his scalp.
Police described the wounds as bites; Rohde said they were from the dogs’ claws.
Police also said the dogs ripped off part of the boy’s scalp, but Rohde said the injury happened when the boy fell off the stairs after being pushed down.
Rohde said Zeus was not a violent dog.
    “He’s just afraid,” she said.
On Wednesday, Zeus greeted strangers by barking furiously and climbing into a window to get near them. By court order, he can only be walked with a muzzle and only allowed to roam freely in his fenced backyard. But Pittsfi eld officials acknowledged they are not going to check on him.
Rohde is working with a specialized trainer to socialize him. As he barked at strangers, she chanted, “New friend, new friend,” which he ignored. But after she dragged him away from the window and put him in a gated room where he could not see the strangers, he immediately calmed down.
She’s not ready to let him near people. Neither is her boyfriend. They say he was holding Zeus’ leash when the attack began. He was also holding the leash for Diablo, who led the attack. He said he was unable to hold the dogs back. He also owns a dog, Cleopatra, who the courts deemed well-behaved.
For now, no stranger is allowed in the house. Zeus will begin Good Citizen dog training classes in Glenville on Aug. 24, which may teach him to accept strangers touching him and playing with him. He can only pass the class if he accepts strangers touching him, can walk past other dogs “without losing his mind” and can continue to behave when his owner steps away.
It won’t be easy to retrain him, Good Citizen trainer Cydney Cross warned. And it will require hard work for the humans.
“If they are committed to doing what they are told to do, no one will ever hear anything about this dog for the rest of its life,” she said. “They know their behavior is going to be critical to letting this poor guy live out his life.”
She doesn’t pull punches. She visited Zeus and Diablo in a kennel in Pittsfield and told Rohde that Diablo had to be put down. “I told them there was no way. He wasn’t going to be one of the ones who was saved,” she said. And she said she’ll report to police if she thinks Zeus is out of control. “I’m watching them,” she said. “If I see something I don’t like, if they don’t come to class, I’ll tell the police to go pick up the dog.” Rohde is already practicing the tips Cross taught her. “Thank God for her,” she said. And Cross is convinced that Rohde intends to work hard. “Hopefully these people have learned from their mistake and this dog will get a chance at life,” she said.
Rohde said the incident wasn’t her fault and that it wasn’t a case of poor training.
“I’ve owned dogs for 36 years and I’ve never, ever, ever had a problem,” she said.
Later she admitted that her boyfriend had been ticketed when Diablo, the euthanized dog, was running loose in Schenectady during a visit a couple years ago. The two also had to call Pittsfi eld police in 2007 when their unneutered male dogs got into a fi ght, injuring both of them as they tried to stop it. Police later had to shoot one of the dogs when it attacked them as they tried to enter the house. ..............................>>>>............................>>>>......................http://www.dailygazette.net/De.....r00100&AppName=1

Don't fret. McCheese's hand picked City Jerk has drafted a new ordinance. Not for animal control officers to make pit owners buy insurance! The pit bull terrorists are an important part of the DEM moron voting bloc. If they live in tax exemption property so much the better.

Love the fact that the City couldn't put into place a law which prohibits dangerous dogs....FROM OTHER PLACES!!! Guess a legal writing class is in order for the City attorney.

I don't know why McCheesy is so surprised? Not only did the City inherit a dog which mauled a child (come on folks....this dog was just a BYSTANDER during the attack...if you believe that you're a fool), but these people had their dogs loose before in the City. Yep, "Diablo", the one who mauled a 9 year old.

PS: the owner has quite the criminal past as well (domestic violence...assault).

Looks like the City has THREE new dangerous fleabags....

HELLO !!!!!!!!!!!!!!!!!!!!!

Can ANYONE tell us what the DEM mayor and the DEM council along with their DEM CRONY city attorney were doing when they wrote that legislation???????????

Proves the DEMS DON'T HAVE ANY BRAINS!!!!!!!!!!!!!!!!

Anyone with INTELLIGENCE knows that people are flocking to Schenectady (city) to live.   Just what the dems want, yes?   But the people coming here are coming for over-generous social services and welfare, cheap apartments (riddled with code violations but who cares), drug dealers, and gangs.   Sad to say, that is FACT.

Knowing that FACT, wouldn't the dems have the intelligence to know that these incoming residents would very likely bring their vicious dogs with them along with the dog's owners' history of owning dangerous dogs, and then write into the legislation that it is directed not only at owners who are charged IN Schenectady while living IN Schenectady but to include RETROACTIVELY anyone IN OR OUTSIDE of Schenectady those who have been charged and convicted in vicious dog attacks.   I mean really, the city SHOULD have the ability to get criminal records from other places in the U.S, yes?   I mean, given today's technology.   Of course, the city can't even get minutes to council meetings up timely and no minutes of committee meetings, so maybe Schenectady IS backwards.

Here is something to inquire about based on the legislation.  IF his dogs maul someone else, would his existing homeowners insurance policy cover the victim?

Based on the way the legislation was written, initially I wanted to say that IF his dogs mauled someone else, then the victim would be stuck with payout out of their own pocket since the CITY DEMS did not have the foresight to consider the imact of so many outsiders flocking to the city (that very well may have histories of dangerous dogs).

However, this Pollack has a mortgage on this house, albeit a principal sum of only $10G (since he bought the house for $40,000, where did he get money for the rest of the purchase?   Interestingly the mortgage document does not state how many payments/how many years/anticipated date of final payment as a normal mortgage document does.  Can't imagine anything being open ended like that.

If the city dems had a brain, they would IMMEDIATELY look into whether the guy is current on his mortgage, I'd guess "he" is current on taxes because they are required to be escrowed, and what are the terms of his homeowner insurance, perhaps find out from the bank who the homeowners insurance company is and notify the insurance company about the vicious dogs and the guy's history.  Again, because the city attorney was neglectful in his job and did not make it retroactive, the owner's existing homeowner's policy may not apply anyway

No matter what, someone IN city hall MUST start doing something NOW.   And they should mandate that this guy put up a 7' high fence, preferably a vinyl fence with no see-through capability at all, concrete for the posts, the bottom should go into the ground, any gate should be double locked with super heavy chain, or better yet, no gate whatsoever, just require it to be attached to the garage with an opening to enter directly into the garage, than keep the garage door closed at all times.   Nothing for the dog to see outside.   The house should have no screens in the windows and never have windows open.   Extreme?   Sure.   But is it better to allow conditions to exist where some elderly resident or some child could get severely hurt?

And the city should pass another ordinance that WILL affect any vicious dog owner regardless of where they lived or where the situation occurred.

Then the city MUST IMMEDIATELY remove the STAR and the 50% tax exemptions from his house, demand immediate payment retroactive to all the years he has not lived in the city.   Illegally having STAR exemption renders an owner ineligible for exemption ANYWHERE in the state for five years!   Not sure if it applies to other exemptions.

Thoughts?

His will not notify his insurance company because if he does, his policy will be cancelled ASAP.

Also, under "Concealment or Fraud", if an insured "intentionally concealed or misrepresented any material fact or circumstance"...the insurance company will not provide coverage for the 'insured'.

Therefore, whomever is bitten by one of these dogs will have to sue Mr. Pollack for recovery...kinda' like it is now....there are more empty pockets for victims.

This info was from the claims reps at my insurance company, New York Central Mutual.

Way to go Schenectady....a place where there are victims without recourse.

Wouldn't want ANYTHING to happen to anyone else, but the fact of the matter is, this guy has been ticketed in the past for loose dogs in the City, he hasn't been a resident of his home and if there is an insurance policy on his house....well, I'd be surprised.

Steer clear of Orchard Street....

The mayor owes an answer to the taxpayers NOW.

Are the two dogs now neutered?

Are the two dogs now licensed?

I do believe, given the FACTS, given the EVIDENCE, that the mayor MUST inform the residents whether the dogs are neutered and licensed!!!   The good people that are still stuck in the city have a birthright entitlement to have an answer to that question, AND the mayor should be obligated to prove it.

Also, where's the fence?

Stay cleat of Mt Pleasant and the whole City. The Mayor and Council do NOTHING. The local pit bull problem is not bad enough now the DEM morons are attracting pit bulls from the entire Northeast. Mayor McCheese is a total incompetent. He was the next in line when everyone with a brain cell exited stage left. As far as the City Ordinance what do you expect from a City Jerk with no legal experience, whose wife is a sacrificial lamb to Senator Farley? The fact that these DEM morons can't hire more animal control officers and have a zero tolerance policy for these monsters is disgusting. But they can fund an Erie Bike Path and redo the golf course 3 times.

Yeah, WHY is the city spending TAXPAYERS' money on Erie Blvd, gin bills, DV's fattening food bakery, theaters, etc instead of using it to provide ESSENTIAL, NECESSARY services to the TAXPAYERS.

McC's big cheerleader DV won't respond and answer the question why taxpayers money is being used for stupid buildings downtown---buildings which are causing a DRASTIC loss to the tax base in the city, stupid buildings downtown when people home values are plummeting big time, etc.   Well, he might come on here and post that it's "federal" government money because, as a NON-taxpayer, he does not know that the government gets it's money FROM THE TAXPAYERS.l
