they claim to have no time to enforce the little laws/town code only serious crime - like the shoplifting of 99cent panties and bad checks all the time looking for the great drug bust
any crime that happens to anyone is a serious crime
the last two police adminstrations let numerous crimes like this go unanswered (like watering)
tighten(follow) the rules and the undesirables will depart
and for this lack of work we pay 5 million a year
