Telephone poles and freestanding yard/garage sale signs require no permission.
I just came through 5 corners and there were signs for a fund raising event and another for home repairs.
I think it's more of a legal unless stated otherwise issue.
Car washes to raise money, car show signs, you name it. There are tons of people advertising every day on public property.
Except for the fact that lawn/yard/garage sale signs have to be taken down within a short time period after the actual sale (which generally doesn't happen), you're exactly right. It's also legal to water your lawn any time you see fit, whether there is a ban on it or not, unless you're caught and fined.
Who is authorized to allow advertisement on public property? What department is that?
From the Rotterdam town code:
A. It shall be unlawful for any person to conduct a garage sale within the geographic boundaries of the Town of Rotterdam without first obtaining a garage sale license from the Rotterdam Town Clerk after filing an application containing the information hereinafter specified.
B. The fee for such license shall be as set forth in Ch. 126, Fees.
C. Such license shall be issued to one person or for one specific premises or location only once within a two-week period. No more than two licenses for garage sales shall be issued for the same premises or to the same person in any twelve-month period.
D. No license shall be issued for a garage sale for longer than three consecutive days.
E. Each license issued under this chapter must be prominently displayed on the garage sale premises throughout the entire period of the licensed sale.
145-7. Advertisement.
A. Garage sales may be advertised through the newspapers or other media.
B. A sign no longer in size than two feet by two feet may be installed on the property where the sale is being conducted. The sign shall be displayed only during the sale and shall be removed within 24 hours after the sale is concluded.
C. No sign or other display advertising the sale shall be placed on the public right-of-way or on private property other than where the sale is conducted. No lighted or illuminated signs shall be used.
So the weekly 1,000 garage sale signs throughout Rotterdam are illegal. Except on the property of the garage sale.
L4L, if you read a little further, you'll find why you see those signs on every corner around town and they're not taken care of. It's the code enforcers job to take care of it, and after that, the police are supposed to say anything if they see anything. Obviously, they don't.

F. No such person shall permit any loud or boisterous conduct on said premises or permit vehicles to impede the passage of the traffic on any roads or streets in the area of the premises where the sale is being conducted.
G. All such persons shall obey reasonable orders from any member of the Rotterdam Police Department or the appropriate voluntary fire department, in or to maintain the public health, safety and convenience.

What I carefully said was that someone told me that if he had permission, it could be considered vandalism.
I then went searching for laws regarding the matter.
I could only find the laws regarding garage sales and was surprised to learn that every garage sale sign that is not on the site of the sale is illegal, unless it's on private property with the owner's permission.

Myself, I don't really care if garage sale signs are put up on main roads. I just wish they would put a date on it and not leave it there for a month.

In anticipation of Labor day and the onslaught of illegally placed political signs I have already done that...........I also will be contacting the party committee chairs and as suggested the town clerk................my plan is to upon seeing an illegally placed sign :
a)contact the above parties by phone and alert them to the situation b)if after 24 hrs they are not removed I will again contact the above parties and politely remind them c)if after another 24 hrs they are not removed I will once again politely remind them and explain that since they are illegally placed I feel it is my civic duty to un-place them and tell the above parties where they can be found
this is an evolving plan and I may have to adjust to the situation.....................I remain steadfast in my desire to eliminate these abominations from public property!!! Power to the People!!!!

There's plenty of town workers. Just take some time off from your job so you go and see them, with town equipment at any of the local pumping stations. Sometimes, they even almost make it all the way across town!
