And as soon as they know they're being investigated or realize something's going on, they file their retirement papers and they're covered.
No, they're not stupid - but the union contracts are, along with parties on BOTH sides that signed them.

Visitor, I must say my opinion on you has changed. Your answers are well thought out, and you seem to have knowledge of what is going on within the department. Just to share where my frustration comes from, about 12 years ago I was hit by a drunk driver on Broadway in Schenectady. I immediately called 911. It took 52 minutes for a cop to arrive. Luckily my gf at the time's father was a city firefighter. She called him. I had the hook and later box in the drunken illegal immigrant that had hit me so he couldn't drive off. 3 firefighters said that the cops were running long on all calls because their were union issues and they were trying to get more cops hired. When the cops did finally arrive they immediately arrested the man, but told me to shut up when I asked them why I had to call 911 4 times and that they knew what they were doing.

The cops were running late because they were rescuing a kitten out of a tree for a little old lady.(not because they were moonlighting at Hess gas station or screwing a mysterous - and certainly not as a way to leverage for more police officer jobs to give to friends and family members).
