heard thru the grapevine that they are going to use this extra water tax to buy 'meters'. Water will eventually be metered.

If they want to raise the water fees, can they justify the added burden to the home owner?  What upgrades and maintenance have the performed on the water lines to justify an increase which the current budget doesn't already cover?  

Certainly, they are not going to tax the water use and spend the money in a different line item?  It isn't just one big pot for everyone to put their hands in.
