So, does this mean that the people on welfare are going to be getting 10% better benefits?  Or does it mean that they'll stay the same and the state is going to kick in an additional 10% to the counties?  In Schenectady County, this will make a MAJOR difference, as it's

So, will appropriations for the program for the county jump 10% (to $144,230,206.20) or will the state reimbursement jump 10% (assuming all under State and Federal Reimbursements is state, this would bring it up to $53,956,611.50, essentially lowering the amount to be raised from taxes to be about 1/12 lower than it was?

...and if the state is going to pay this additional money, how will they be collecting it?  What additional fees or how much in income taxes additional on those who are working in the county, hence what net benefit / cost change is there to the taxpayer?

Good question Rampage!
My 'guess' would be that the state is going to give/reimburse 10%. Although I would have found it much more advantageous if they  made this state more 'business' friendly by cutting these ridiculous mandates on businesses. Then perhaps there would be more jobs and LESS welfare....yes?

Well....at least for those welfare recipients that actually WANT to work!
