Glenville town Supervisor Chris Koetzle is holding off on his call for a blanket moratorium on multifamily housing, saying the real issue is density of development. Koetzle had asked the Town Board to consider a moratorium, fearing a glut of apartments would lower property values for singlefamily homes. However, after consulting with the town’s Small Business and Economic Development Committee, he has changed course and is now asking the town’s Department of Economic Development and Planning to look at its design standards for multifamily housing, minimum required density per acre and the general areas of town where it is allowed. “I’m comfortable that if we address some of these issues, we can do that without a moratorium,” he said. Koetzle said his main concern is density. The town’s current code allows for up to 20 housing units per acre. Small Business and Economic Development Committee members discussed the issue at a recent meeting, and the consensus was that a straight moratorium wasn’t necessary, according to Chairman Jim Martin. “I don’t think anybody wants to see overreaction, in terms of a moratorium. They thought this was a more prudent way to go and still achieve the same result,” he said. Martin said he supports a review of the ordinance to adjust the density, if necessary in certain locations of the town. Even a density of 20 units per acre could be appropriate — depending on where it is. “I think it’s all about density and it’s all about location,” he said. The town has some multifamily projects in the pipeline or on the drawing board. The 44-unit Yates Farm Townhouses on Maple Avenue was approved in 2008 but has not yet been built. Six units on Mohawk Avenue were recently completed, and most have been rented.
