to determine benefits based on that years income.


Oh of course I knew it was based on income, but I vaguely remember some automatic approval if the eligible owner(s) gave some authorization for some connection to the NYS Tax dept for tax returns on an annual basis, and frankly, ORPS is now part of the state Tax dept.    And naturally, if the tax dept reported to the city that the income exceeded the threshhold, it would be removed.



Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

A letter from everyone who lives with you?    FOR WHAT??????

If you are talking about STAR Enhanced, the income is based ONLY on the income of the OWNER(S) who are listed on the deed and spouse of the owners.    If a husband is 66, making $30,000 a year, and wife is 60, making $30,000 a year and they have their five children living in the house with them, but none of the children's names are on the deed, but each child makes $100,000 a year, the couple IS eliglible for Enhanced STAR   Of course, who would have adult children living with them anyway is beyond me, unless they are mama's boy.   They couple does not have to report who lives there.

Of course, the owners need to prove residency for both Basic AND Enhanced, because residency is mandatory for eligibilty for STAR    (remember, how Proctor's jerk Philip Morris was ILLEGALLY getting two STAR exemptions - one on his house in the city in which he did NOT reside as of March 1 last year, AND on the house he lived in because he fled the city).

Proving ownership, well, if an assessor tells an applicant that they must prove ownership, then the assessor (or his/her staff) must have a screw loose because they have ownership records on file, DUH.

For Enhanced STAR, you do NOT need to reapply each and every year

2.Demonstrate that you meet the income requirement annually in one of two ways: •Apply annually with your assessor - Complete your STAR application and send it to your assessor with a copy of your income tax return(s) for the appropriate income tax year; or
Authorize our department to verify your income eligibility - Submit Form RP-425-IVP School Tax Relief (STAR) Exemption: Optional Income Verification Program to provide your assessor with your social security number(s) and authorize us to verify your income eligibility. If you choose this option, generally you will only have to submit Form RP-425, Form RP-425-IVP, and a copy of your tax return(s) to the assessor in the first year.


So it still exists.

I know all of that you stated......but, disabled is counted.....and verification is needed, I guess....

anyway, every years it's different it seems....last year, I didn't get the form in the mail.......and what a hassle it created...

If the government requests so much paperwork and signatures and authentication.....and they don't check the right people or they

close their eyes to them...maybe because they are corrupt, they think everyone else is......wrong....they are the ones pulling the deals.

I just think that if you have info in a computer up to date and a good program for it.....that all that would be needed was to

mail a simple form back to verify.....

That's what I wanted to do, my Dad told me about the one time form that verifies income , but the assessors office said because we are low income we have to reapply every year in person. Dosent make sense to me as we submit income taxes just like everyone else.
