SCHENECTADY COUNTY
Metroplex doles out $3.3M in sales tax
Towns and villages get largest-ever share of revenue

    Towns and villages in Schenectady County last year received $3.3 million — the most ever — as their share of Metroplex Development Authority sales tax revenue.
    The economic development agency — which receives 0.5 percentage points out of the county’s 4 percent sales tax — took in $11 million in 2011. Meanwhile, the county saw overall sales tax revenue increase by 7.89 percent.
    Thirty percent of the revenue Metroplex takes in is sent directly to towns and villages by the county, while the remaining 70 percent — $7.7 million in 2011 — stays with Metroplex to help fi nance economic development projects.
    “We continue to invest in new projects that create additional jobs, property tax and sales tax,” said Metroplex Chairman Ray Gillen. “So we’re bringing projects into the community that are creating more sales tax dollars, and as a result, the amount of revenue that goes into local governments is increasing. More people are spending in the county, and this points to an overall positive trend in the local economy.”
    With the local share determined by population, the town of Rotterdam netted the most among county municipalities last year, at $1.8 million.
    The city of Schenectady receives none of the local share from Metroplex revenues since the economic development agency was set up to directly benefit the city.
    In a news release issued Wednesday, Schenectady County Legislature Chairwoman Judy Dagostino said the county is pleased to provide the local share of Metroplex sales tax revenue to towns and villages.
    “This funding is used by local governments to defray the tax burden on homeowners,” she said.
    Overall, Schenectady County ranked 14th among upstate New York counties in the percentage increase of sales tax revenue. Just a quick question here...why does the Plex keep 70% of the revenues? Seems to me like that's not quite an fair number?

With all the "PILOT" payments and the tax exemptions the majority of downtown Schenectady receives, why would only 30% of that go back to the City? So, even a PILOT payment gets filtered through the Plex and the City winds up with what?

Yet another reason why the Plex and the 6 other development agencies need to be abolished. It's ripping off the City...big time!

Metroplex does these new projects which creates additional property tax???????

Yep, additional property tax on the financially struggling homeonwers   !!!!!!!!!!!!    

These Metroplex projects are funded with the money that BELONGS TO THE TAXPAYERS!!!!!!!!!!!!!

And ON TOP OF THAT, Metroplex and the city work together to cause the need to increase taxes on the taxpayers who paid for the projects to begin with.   After FORCING the taxpayers to foot the bill for building these stuff, they FORCE financially struggling taxpayers to pay for the property taxes of the Metroplex project property owners!

The Metroplex project property owners are the rich and politically connected, they get richer by keeping their own money by not having to use their own money to build, then thety can "donate" to the dems and then the dems reward them by stealing from the poor homeowners by forcing the homeowners to pay downtown's propety taxes ON TOP OF the property taxes on their own homes.

What breaks to the homeonwers get?????    Does Metroplex or the city give money to the poor homeonwers so the homeonwers can fix up their homes?    

When will the dems treat the homeonwers fairly and give the homeonwers a 100% property tax exemption with no end date


Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

This one of the core problems facing the City of Schenectady today folks and this needs to change.  While this makes sense at face value, there needs to be other stipulations and laws put into effect to protect the city.

The county should not be able to use the sales tax money generated by the city to purchase properties on the city tax roll and then add an exemption and or tear the building down and then grant/gift them to a tax exempt entity.

This happened with the SCCC Dorm properties.  It happened with the Triple AAA building. It happened with all the parcels adjoining Proctors.  ALCO?    I am sure other bloggers could add to this list.   If we can compile a list here with the date of purchase by the county then then we can easily project how much Metroplex is raping the City at the benefit of the Non City County residents.  Some will say this is okay because the removal of these properties increases the value of the other ones around it and makes up the difference.  Even if that is true it is not fair to those tax payers who arent exempt and have to pay those new bloated taxes.

Bottomline - Metroplex has done great work in the past 8 years in turning Schenectady County around economically.   One indicator - Sales Tax revenues are UP.   KEEP UP THE GREAT WORK MR. GILLEN AND METROPLEX.

How much are sales tax revenues up by percentage in surrounding counties for the same time period? Any reason why this wasn't in the article like the jobs and wage article?

How much of a JERK are you??????    The taxpayers are ROBBED of more of their money by being FORCED to pay a HIGHER sales tax.   On top of that, the homeowners are ROBBED of their hard earned money by being FORCED to pay not only their own property and school taxes but also the property and school taxes of the well-heeled dem crony property owners downtown!  

And tell us, DV, WHAT benefit has it been to the city?????

Homeowners pay almost the highest taxes in the whole dang USA !!!!

The work of Metroplex has NOT, and I repeat NOT, and I repeat again, has NOT resulte in ANY INCREASE to the TAXABLE tax base in the city.   Quite the opposiste.   The TAXABLE tax base has PLUMMETTED BIG TIME.   And this DRASTIC REDUCTION in the TAXABLE tax base has resulted in homeonwers suffering financially to the point that they CANNOT sell their homes.

So tell us, DV, explain HOW Metroplex has helped property values and taxes for the homeonwers in the city.  Explain HOW they are better off now than before??????

Wont have the 2011 numbers until March or April, but they will be up.  Looks like the hurricane bumped everyone up for 2011 though.

Good catch TIB....forgot about the bump-up in revenue due to the hurricane!!

On the flip side....it will be interesting to see the #'s  during this 'no snow event' winter season.
