Schenectady police promote 3, hire 8 SCHENECTADY — The Schenectady Police Department promoted three officers and hired eight others last week. In an unannounced ceremony, eight officers were sworn in by Mayor Gary McCarthy. The new offi cers are: Dane P. Flavin, 22, of Schenectady Berardino Mancino, 28, of Schenectady, an Air National Guardsman Nicholas M. Mannix, 30, of Schenectady, who has a bachelor’s degree in fine arts from SUNY Fredonia Eric J. Owens, 26, of Schenectady, who has an associate’s degree in occupational studies from Hudson Valley Community College Sammy J. Quinones, 34, of Schenectady, who is fluent in Spanish Gary A. Relation, 28, of Schenectady Albert A. Rivera Jr., 23, of Schenectady, who has an associate’s degree in criminal justice from Bryant & Stratton College Brian S. Watts, 27, of Schenectady, who has a bachelor’s degree in criminal justice from Iona College At the same ceremony, police promoted Det. Sgt. Edward Barbagelata to lieutenant and patrolmen Thomas Kelly and Jonathan Moore to sergeant.
