Devastating cuts are in the works for the Consolidated Plan, a federal grant program that Schenectady uses for everything from street paving to emergency homeless shelters. Director of Development Richard Purga expects a 38 percent cut to HOME, the housing assistance portion of the grant, and an 11 percent cut to the Community Development Block Grant. The CDBG grant is well-known because it provides funds for many nonprofits, but it also supports many city functions, including police. Purga said the cuts, while not yet finalized, are “highly likely.” “If that’s true, this is going to be the most difficult year in the history of the Consolidated Plan. It’s that bad,” he said. Today , the City Council will hold its first public hearing on the year on how it should spent the roughly $2 million that it will receive this year. The hearing is at 7 p.m. at City Hall. The first hearing is intended as a philosophical one. City offi cials want to know what city needs should be addressed. “What do we need? Affordable housing? Housing rehabilitation, or new housing?” Purga said. The city has been using some of the funds to build eco-friendly homes for the low-income, which they sold for a fraction of their actual value. Affordable housing? No amount of energy efficiency can make the taxes in Schenectady affordable. Period
Housing rehabilitation? - Yes but the city Code and Building Departments make rehabilitation a nighmare.
New housing? Are you kidding me. With all the "excess inventory", new housing should be prohibited in the city including condos and dorms. Bunch of hypocrites we have running this city.

The state should come in and audit the entire program!! It would blow their socks off to see how much it REALLY costs to build these homes and how much they are sold for!! IT IS EMBARRASSING!!! They should also see how many of these 'eco-friendly' homes have been vandalized and redone over and over!!
Not to mention that they are located in the 'undesirable' areas of the city with folks who, after they buy them, can't afford the taxes on them. Another government program = FAILED!!!
