The Rotterdam IDA was doing just fine UNTIL Santabarbara and his buddy GP got their hands on it! |

Have to agree with Benny here. There is no 'working together' in the County and how could there be when you have 7 agencies not helping each other out. The Plex charging $2K to other agencies to do the job they're supposed to do????
This report will be seen by the governor....probably was before he handed a mere $1 million of the $700 million to the Capital District for its poor job growth and economic 'strategy'.
Now to have Schenectady County singled out as one of the most abused by failing IDA's....put another nail in the coffin already!!
It is a ponzi sham! The thruway authority is NOT paid with tax dollars. Only the money generated in tolls etc. All authorities should be required to do the same! |

the cbc should have been closed years ago. another farley gem
but here is the key graph from report": Our review found that the mission of all seven local authorities is similar: to create jobs and spur economic development, increase property values and expand the local tax base, and increase sales tax revenues. To accomplish their missions, the authorities provide a variety of financial assistance that includes issuing tax exempt debt and providing exemptions from mortgage and sales taxes, property tax abatements, grants, and loans. However, no one local authority can provide all forms of assistance. Based on a review of unemployment, sales tax, and property value data for the County, it appears that the authorities are relatively successful in accomplishing their missions, although employment results are not as positive. |

State: No debt, no IDA Rotterdam agency could be dissolved, chairman blasts determination By John Purcell As of Thursday, December 22, 2011
#Rotterdam — Holiday shoppers might be worried about how much they’re borrowing for presents, but state officials are chiding the Rotterdam Industrial Development Agency for carrying no debt.
#The New York State Authorities Budget Office is seeking to terminate the Rotterdam IDA because it fails to comply with a provision of the General Municipal Law requiring any IDA to hold outstanding bonds or notes. Local officials aren’t disagreeing the IDA doesn’t hold any debt, but contend the requirement is an arcane provision. IDA Chairman Robert Mallozzi questioned why the state is now choosing to aggressively enforce the statute.
#David Kidera, director of the state ABO, sent a letter to Mallozzi mid-October, in which Kidera requested an explanation of why the law wouldn’t immediately apply to the local agency. The law states once debt is cleared, the agency is required to terminate all obligations and liability is passed on to the town.
#“Please provide us with any compelling justification why this language would not apply automatically and under what legal authority the Rotterdam Industrial Development Agency continues to act,” Kidera wrote in his letter................>>>>.......................>>>>>....................http://www.schenectadyspotlight.com/news/2011/dec/22/state-no-debt-no-ida/

Really can't find this a success story on any level.
Stating that Schenectady County allowed 7 different authorities to function...and not very well within the region? Salaries for Gillen and other bobble heads to 'lead' and the millions upons millions of wasted taxpayers money for 7 different authorities for administration cost?
That's an abuse of taxpayer money when you weigh the reality that within the county, more jobs left than were created. Seven authorities, millions in 'operational' cost to lose jobs, decimate the City tax base and not have created a stable economic environment?
Pathetic. |

Nothing to look at here-let's move on. Over billing for staff and administrative costs, no legal purpose, over lapping functions, waste and inefficiency. The unified new County redevelopment team was a total failure. Rotterdam IDA is finished. The first of many to be dissolved by the State. Keep going Gov Cuomo! |

Didn't you read your election slime mail? Even though the County lost thousands of jobs the working together crew claimed they created 5,000 new jobs. A total facial for all these phonies masquerading as economic development experts. More than just the RIDA is kaput. The State will demand CONSOLIDATING into one agency and have a actual planner in charge. The County taxpayers will save millions. |

I agree in part. The state will demand consolidating into one agency. Which in turn will be ONE HUGE TAX PAYER FUNDED BLOATED government program to take the place of private enterprise!!! No matter what..........It will cost the taxpayers abundle by the entire corrupt ponzi scheme!! Plainly speaking........the government is slowly fazing out private capitalism and replacing it with a socialized government subsidized tax paid bureaucracy. The government will decide exactly what businesses are best suited for the people!! |

It will still be reverse robin hood taking from the poorest through regressive sale taxes and giving to millionaire developers. The shell game controlled by Metrograft will be ended by the State. The town taxpayers were ripped off by Metrograft taking over administrative functions of the RIDA and over billing. Working together to rape the taxpayers. The curtains have been parted and the fog lifted. It's pay to play, it's a shell game with multiple agencies doing nothing and its over. |

The working together new "unified" economic development team was so "successful" that they lost thousands of jobs and the State released a 24 page indictment of their incompetency and duplication of tasks. The RIDA will now be disbanded. Great! After the governmental gin mill financing it served no useful. The other 6 useless agencies must follow suit. County taxpayers can't afford this revenue crushing nonsense. |
