The State Authorities Budget Office slammed Schenectady County for having SEVEN different economic developments authorities. The report concludes that the County would better served by eliminating most of these useless authorities. Schenectady County Business Center, Schenectady County Resource Corporation, City IDA, Rotterdam IDA, Schenectady County IDA, Schenectady Local Development Corporation and of course the grand daddy of them all your Metroplex. The Rotterdam IDA is already in hot water for no outstanding loans so it ceases to exist under State Law. The State also slammed the lack of any comprehensive plans and the fact that Metrograft still has no 5 year capital plan as required by its own legislation. Working together is a total failure and consolidation is only for pre-Election Day political hay.

Actually the criticism is having 7 DIFFERENT entitites -- it is NOT criticizing "working together" --- and I know for a FACT that Governor Andrew Cuomo praised the concept of "working together" on at least 2 occasions (one while a candidate and the other earlier this year when announcing the regional  economic development council) and the concept of "working together" has been praised by Lt. Governor Duffy and other top members of the Cuomo administration.

Once again -- Benny Salami is lying and trying to deceive the people of Schenectady County -- this something that the teaparty/NNTP Republicans have attempted to get away with for years -- and it is because I uncover their lies and deception that they try to personally attack me.    Thing is -- I am NOT going away --- I will continue to shed the light of TRUTH  to stop the nayboobs dead in their tracks.

ABO report: Seven development agencies in SchenCo? Really?

The state Authorities Budget Office just issued a report examining whether Schenectady County needs the seven — count ‘em — seven local economic development authorities serving it: the Schenectady County Metroplex Development Authority, the Schenectady County IDA, the City of Schenectady IDA, the Town of Rotterdam IDA, the Schenectady Local Development Corporation, the Schenectady County Community Business Center and, last but certainly not least, the Schenectady County Community Resource Corporation.

The report concludes that the county would be at least as well and probably better served by fewer authorities, and expressed skepticism at officials’ insistence that the seven entities operate as “a unified economic development team.”

Instead, the ABO found “no evidence that authorities have adopted a coordinated project application and review process, use a common application for financial assistance, or that relevant project and financial assistance information is shared among all of the authorities involved.”

What’s more, the report notes, the Rotterdam IDA no longer has outstanding bonds, “and therefore has ceased to exist under Section 882 of General Municipal Law.” The ABO warned that the IDA’s continued operation “could place the board of directors, Town of Rotterdam officials, and any businesses receiving financial assistance from the Rotterdam IDA at risk.”

The ABO also found that these authorities neither adopted nor annually reviewed and updated a comprehensive economic development plan, nor has Metroplex developed a five-year capital projects plan, as required by its enabling legislation

The report provides examples of economic development funds not being used efficiently, including three of the authorities providing more than $600,000 to the Community Business Center to meet its operating costs. Metroplex was also charging the County and City IDA’s $2,000 per month to provide administrative services and staffing support, although contracts with those IDAs limited charges to $1,000 and $750 per month respectively.

  Read the 24 page report. Here's another plum; " Metrograft was charging the County and City IDA's $2,000 PER MONTH to provide administrative staffing and services support although contracts with those IDA's limited charges to $1,000 and $750 per month respectively!" Sickening taxpayer abuse!!

     Here's another taxpayer ripoff uncovered by this excellent State Report; "Three of the authorities providing $600,000 to the COMMUNITY BUSINESS CENTER to meet its operating costs". Working together alert! An early Christmas Present to the County taxpayers. As I stated, all the chickens are coming home to roost. Thank You Gov Cuomo for getting this out into the public. Consolidate into one authority and disband Metrograft and all idiot IDA's.

Read the entire ABO report. An indictment of the phony economic development schemes that BT, Brad Littlefield, Graham, Cicero, Shadow, Rachel and I have been talking about for years. Finally a State agency is saying what we have been. The County is corrupt, with too many agencies filled with political hacks in make work positions raping the County taxpayer. The first reflex is always attack the messenger from these DEM sock puppets. The State Authorities Budget Office is the messenger here. Rotterdam IDA is finished and Metrograft, City IDA/County IDA should be the next on the firing line.

It's a ponzi scheme- DEMS only working together to keep this charade going. The report is dynamite and will finally end this taxpayer abuse. No wonder our County taxes are 4X higher than Saratoga County. A actual County planner could eliminate all of this redundancy. The alleged unified County economic team has been exploded for the myth that it really is. Seven competing agencies passing money around. All seven of these front groups should be consolidated into a unified County Planning Office. Than consolidate the County Legislature into an unpaid, unstaffed County Board of Supervisors. And watch a real renaissance take place.

The answer is to dismantle all of these 7 useless authorities which have resulted in a loss of over 1,700 jobs in the County. Hard to believe that even WITH 7 agencies, there has been a steady decline of our counties work force.

Useless! What a supreme waste of 100's of millions of taxpayers money. It's criminal.

Metroplex not creating the mandatory 5 year plan as per legislation...what's new?

Get rid of all of them!

A damning report of mismanagement, lack of adherence to public authority law, improperly awarded compensation including double dipping, and failure to achieve the stated objectives of the various agencies.  For those who don't want to read the entire report, here are the recommendations from the New York State Authorities Budget Office (ABO):

Recommendations

1. Reduce the number of authorities involved in economic development in the County to eliminate the authorities providing redundant and duplicative types of financial assistance.

2. Counsels to the Rotterdam IDA and the Town of Rotterdam should determine how to effect the provisions of Section 882 of General Municipal Law and advise the entities on the appropriate actions to take in complying with the provisions in this section of law.

3. All participating authorities should agree on and implement a truly unified approach to economic development that utilizes a streamlined application process, ensures that all relevant information is shared among all authorities, fully identifies all financial assistance being provided, and relies on fewer and less redundant authorities to execute.

4. The existing authorities should develop a comprehensive multi-year plan that coordinates economic development throughout the county, fosters a full understanding of the role and purpose of all involved authorities, and is updated annually.

5. Consistent with this plan, Metroplex should develop and update annually its five-year capital plan, as required by Section 2655-c of Public Authorities Law.

6. Discontinue the practice of using economic development funds to pay for administrative and operating costs of the economic development authorities.

7. Metroplex, as the central administrative support agency, should provide such services directly to the other authorities, without charging fees.

8. Reconsider the practice of providing economic development funds to other organizations to allocate, since the use of these funds for administrativeand support activities reduces the funds spent on economic development.

9. Metroplex should discontinue the practice of subsidizing Business Improvement Districts with proceeds from the County sales tax to offset special assessments charged to businesses located within the District.

10. Neither the County nor the City should not assign municipal employees to work for public authorities during the municipal work day or provide additional compensation for this work without a determination from the Office of the State Comptroller.  

11. The Rotterdam IDA or Town of Rotterdam should recover the stipends paid to past board members, since they were to serve without compensation as stipulated in Article 18-A of General Municipal Law.

12. Each authority should restrict the financial assistance it provides to projects to those enumerated in its enabling legislation.

13. Each authority should establish and adhere to appropriate procedures andc ontrols to ensure that all economic development records are accurate, complete, and maintained appropriately.

14. Authorities should only make payments for contractual services that are inaccordance with the terms of a contract. No payments should exceed those amounts unless the contract has been properly amended andadopted.

15. Authority boards should ensure that all financial and operating information is correctly and accurately reported in PARIS by Metroplex, since it is the authority that is legally obligated to be in compliance with all reporting requirements. This includes ensuring that all projects and contracts areproperly reported, and that property reports accurately describe theproperty owned.


I agree with rachel72 that all seven agencies should be disbanded.  Further, any elected official serving in New York State government who supports the extension of the charters of these agencies or increases in their bonding limits should be voted out of office.

Thank you Rachel and Brad for sounding the alert on these total taxpayer frauds. This report is complete vindication for you and the many others here who have warned about one party corruption and the shell game that passes for economic revitalization in this County. No wonder we have lost thousands of jobs because of official incompetence and have the highest unemployment rate in the Capital District. Metrograft and all these IDA's and phony baloney agencies including horrible tree graters at DSIC must be disbanded. The FBI should be called in to investigate this matter. Let the chips fall where they may.

With these 7 phony baloney agencies our unemployment rate grew 12% FASTER than Upstate NY. Where are the 5,000 new jobs that every DEM said they created? It was all made up and few had the guts to say anything about it.

Who among those who served on the RIDA Board received stipends? How much were they paid and is there record of these disbursements? What legal authority decided that the compensation was warranted and legal (i.e., in accordance with municipal law)?
