"In the 70's the City was heading downward?" Another idiotic statement. You mean when taxes were 90% lower, you could actually sell property and the City didn't have 800 abandoned properties? Delusional doesn't begin to cover it. The biggest problem was littering and the City had a huge surplus. With garage to curb garbage pick up that wasn't double taxed-Horrible times!
