Police say an elderly woman called 911 for help and the call disconnected.
Police say they tried to call back but were not able to connect again with the caller.
Police say they "pinged" the cell phone and it brought up the location of North Ferry Street.
Police say when officers arrived they found a vehicle at the water's edge.
As they made their way down to the vehicle they say that is when it went into the river.
Police have confirmed one person is in the car and it is submerged.
Boats have been launched.

SCHENECTADY — An elderly woman is believed dead after a car plunged into the Mohawk River this evening in the Stockade district of Schenectady.
The car went into the river near Riverside Park about 8 p.m. Police said the driver was able to call 911 from her car and that car had yet to be submerged when rescuers arrived at the scene.
Schenectady police and fire officials responded immediately and were later joined by crews from Alplaus, Glenville and Niskayuna.
No further information was immediately available, but acting Mayor Gary McCarthy said the driver may have had a medical issue that led to the crash.
